Specific Tasks

Project Planning

  • In conjunction with programme colleagues, develop design briefs for construction projects which have clearly defined expectations of deliverables in terms of scope, time, budget and quality.
  • Plan and execute all construction activities in accordance with best engineering practices and UNICEF’s Results Based Management approach.
  • Conduct surveys and feasibility assessments for construction projects, including cost estimates, risk assessments, and options for cost-effective implementation.

Project Execution

  • Maintain clear and consistent project records of all construction activities, enabling real-time tracking of construction progress and to ensure the transparency of a number of construction projects.
  • Maintain effective communication and reporting with relevant UNICEF staff, the relevant government ministries/local authorities on construction related issues and statutory approvals.
  • Maintain good relationships and communication with government counterparts and the public in the execution of projects.
  • Manage contracts with consultants, designers and contractors to ensure contracted services/works are performed effectively in accordance with the requirements of the project.
  • Work closely with the project management consultants or technical personnel assigned either from the government ministries/local authorities or implementing partners, construction contractors, sub- contractors and implementing partners to advise on appropriateness of design, specifications and materials and make decisions based on the consultation with UNICEF and contractors;
  • Ensure that the project plans, drawings or sketches are well understood by the project management consultants or technical personnel assigned either from the government ministries/local authorities or implementing partners, construction contractor and sub constructors, provide implementation guidelines and give feedback; Identify problems, if any and propose remedial actions in consultation with UNICEF field office;
  • Oversee the successful execution of engineering projects in accordance with their defined scope quality, budget and schedule.
  • Identify and resolve problems in a timely and effective manner. Communicate serious issues immediately to management along with recommended alternative courses of action to accelerate/improve project delivery;
  • Ensure that all construction works are undertaken in compliance with international and national regulatory frameworks and standards of civil engineering including the legislation of Ukraine and UNICEF policy;
  • Monitor workplace health & safety and be mindful of environmental issues and ethical work practices in the workplace.
  • Review the overall performance of the contractors;
  • Monitor and evaluate progress of construction projects against agreed implementation plans,
  • Monitor construction lines budget and expenditure closely and in consultation with Supervisor to ensure that the project funds are used in the cost-effective, transparent and accountable way to achieve the objectives set;
  • Regular reports to the supervisor, project coordinator and programme section chiefs on the overall progress of the construction constraints and propose solutions;

Methodology

The incumbent will assist in implementing the UNICEF Ukraine programmes by: providing technical inputs and addressing gaps identified in the implementation of construction work; conducting on site M&E of construction work, liaising with key sector partners and counterparts including FOs, UN Partner Agencies, I/NGOs; and engaging beneficiary communities through transparent and inclusive methodologies.

Expected deliverables

  • Design briefs and expected project outputs are clearly defined, in accordance with results-based management techniques.
  • Design packages are produced and receive state expertise approval (where applicable).
  • Preparation of contextual specifications and Scope of Work (SOW) is assisted, tender documents and the evaluation of the bids are supported.
  • Construction contractors mobilized in accordance with agreed schedule.
  • Construction works executed in accordance with agreed schedule and specifications.
  • A quality management plan and quality control measures are developed and put in place for all types of construction works supported by UNICEF.
  • Site visits are conducted to monitor the progresses, quality of construction, construction methods/materials and adherence to design/drawings and specifications, including Defect Liability Period.
  • Materials quality, workmanships and compliance with contract specifications, drawings and Bills of Quantities (BOQs) are inspected.
  • Technical support is provided to ensure the project results achieved within stipulated timelines and quality.
  • Completion certificates issued for various stages of construction works (Progress, Substantial Completion Certificate, Final Completion Certificates) is supported.
  • Invoices and recommend payments are reviewed.
  • Contribution to differential reports (progress and performance reports, project completion reports, technical reports etc.) is provided.
  • Meetings with stakeholders including governmental line agency and implementing partners to review construction progress are conducted and minutes are provided.
  • Weekly updates are provided on regular programme meetings.
  • Monthly progress/analytical report on the following aspects is submitted:
  1. Problems encountered;
  2. Remedial measures taken on problems encountered;
  3. Pictures of the construction;
  4. Financial overview and monitoring sheet of the construction

Reporting

  • Weekly updates to be provided to the Project coordinator.
  • Monthly Progress Report to be submitted to the Chief of Operations copying the sections with construction activities, Head of Field Office.

To qualify as an advocate for every child you will have…

Education: Advanced university degree in Civil Engineering, Building Construction, Architecture or other relevant technical area.

Experience: Minimum of three years of professional work experience in civil engineering with a focus on capacity building, design, cost-control, construction supervision, program monitoring and evaluation, preferably with experience of working in humanitarian sector. Should have good written and spoken fluency in English and Ukrainian languages. Good reporting skills and computer literacy, including office applications. Advanced university degree in Civil Engineering, Building Construction, Architecture or other relevant technical area. Minimum of three years of professional work experience in civil engineering with a focus on capacity building, design, cost-control, construction supervision, program monitoring and evaluation, preferably with experience of working in humanitarian sector. Good reporting skills and computer literacy, including office applications.
