UNICEF LCO Education Programme supported the MEHE since 2012 in rehabilitating public school buildings to provide Syrian refugee and vulnerable Lebanese school access to quality learning opportunities in a safe and protective environment. To date, UNICEF rehabilitated a total of 217 public schools across all governorates of Lebanon, and currently rehabilitating additional 120 schools. Besides, UNICEF is currently constructing 4 public schools to support the MEHE in Education Sector Plan given the limited absorption capacity in certain areas of the country, rented schools, and deteriorating conditions. The construction and rehabilitation activities are ongoing and planned to be completed in 2024-2025.

The construction engineers will be providing technical assistance to ensure projects efficiency and effectiveness through effective implementation follow-on and daily basis coordination with all construction related stakeholders, and recommendations to assure further improvements. The two engineers are needed to support the construction team within UNICEF LCO to optimize quality assurance and risk management for high-budget construction programme.

How can you make a difference?

Work assignment expected results: (Full time consultancy and tasks are on going on a monthly basis):

Tasks/Milestone:

  1. Provide inputs and recommendations on reports, studies, drawings and BOQs (precisely electrical & mechanical engineering related studies) received from consulting firms that are assigned by UNICEF for consulting services. Recommendation to be stated clearly in approving and proceeding with legal process.
  2. Conduct monthly meetings with each consulting firm (minimum once and whenever needed), to be followed by Meeting Minutes “MOM” wherewith action points and related timelines are stated clearly.
  3. Participate in tender evaluation related to rehab or construction projects under Education/health/youth program or any other section and submit evaluation report to focal point in Supply section.
  4. Submit technical reports based on field monitoring visits conducted to buildings that are under UNICEF construction project to ensure accuracy and quality of works as per International and national standards and the approved BOQs. consultant shall visit sites under construction on weekly bases and whenever needed (milestones to be decided and agreed upon).
  5. Maintain project record and documentation.
  6. Participate in any technical committee with different stakeholders that might serve the rehabilitation/ construction projects.
  7. Contribute to donors’ reports by providing all related technical information.

Deliverables/Outputs:

All tasks will contribute to completing the following projects in relation to electrical and mechanical engineering aspects:

  • Rehabilitation of 120 public schools, under education program
  • Construction of 4 schools, under education program.
  • Monthly report to be provided reflecting the activity undertaken, progress for each project mentioned above.

To qualify as an advocate for every child you will have…

  • First University Degree in mechanical engineering or any other relevant field.
  • A minimum of 5 years of relevant professional experience in in the area of building rehabilitation and construction precisely in electromechanical engineering.
  • A good working knowledge of Lebanese building codes/electrical and mechanical coding, construction regulations and contract law.
  • Good knowledge of current local market rates for construction works & contractors.
  • Expert ability to read drawings, and follow a construction schedule, to ensure work is being carried out in accordance with the construction contracts.
  • Proficiency in the use of AutoCAD is a must.
  • Fluency in English and Arabic is required
  • Experience in school and hospital/PHCC construction an asset.
  • Experience working in the UN or other international development organization an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
