**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Ukraine Job Family: Building Related Services Type of contract : Non Staff Level : Level 4 Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 24-MAR-2024 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall supervision of the Head of the UNESCO Desk for Ukraine, **based in Kyiv**, the Construction Engineer will work closely with the Senior Education Coordinator and HQ Ed Team in the Education response, supporting the Education programme activities and project implementation. **Contract duration:** 12 months (with the possibility of extension subject to performance and resource availability) Main duties and responsibilities -------------------------------- - Support the development of the annual work plan for the construction activities in educational facilities, including performance measurements. - Monitor work progress to ensure that results are achieved according to schedule and performance standards - Provide technical support in matter of construction project management to the Education Program Coordinator. This will include support in construction project proposals, planning, and preparation of relevant terms of reference. - Attend technical cooperation meetings, prepare presentations on project progress, undertake appropriate actions to overcome technical obstacles. - Draft the scope of construction works based on Program requirements, budget and site limitations; define deliverables and payment modality. - Apply UNESCO, international and national norms and standards to construction projects, taking into consideration the local environment and available materials as well as compliance with green building standards. - Provide assistance in checking technical documents related to construction (design drawings, technical specifications and bills of quantities); verify whether they are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements. - Conduct market survey materials and services related to the expected architectural/engineering works on selected sites - Follow up with designing firms and government entities to ensure that all permits required for construction activities are obtained prior to initiating works. - Prepare tender documents in relation to construction works and engineering services; attend bidders conference and present the technical components of the tender; draft answers on technical questions raised by the bidders during the tendering. - Participate in the kick-off meeting of construction works with the construction company, the engineering firm and relevant governmental counterparts and ensure that required safety and security measures are in place along the duration of the works. - Provide close monitoring on the construction activities by undertaking regular site visits and conducting regular technical meetings, provide regular documentation of the fieldwork, before, during and after completion of the works. - Develop and use effective monitoring and supervision checklist to ensure assessment of works quality, progress, and performance of engineering firms and construction companies during the entire duration of the project. - Participate in the partial, substantial and final reception of works after verifying the correction of all defects during the DLP; prepare and issue relevant certificates. - Undertake other tasks as deemed relevant by the direct supervisor and/or UNESCO Education management. **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- *Academic qualifications* - Advanced university degree (Masters or equivalent) in civil engineering, construction engineering, architecture or other relevant area. *Professional experience* - A minimum of two years of relevant work experience in program planning, implementation, monitoring, site supervision, quality assurance. *Skills and competencies* - Ability to manage information objectively, accurately, and confidentially. - Flexibility and adaptability to work schedules and priorities according to workload, emergencies, and deadlines. - Ability to design, work and execute tasks independently with thoroughness, care, and method. - Excellent interpersonal skills and the ability to work effectively in a team and in a multicultural environment. - Very good IT skills (Microsoft Word, Excel, PowerPoint, Intranet, Internet, Autocad, ArchGis, etc.). *Languages* - Excellent knowledge (written and spoken) of English and Ukrainian **DESIRABLE QUALIFICATIONS** ---------------------------- - Work experience in the construction/rehabilitation of the educational facilities (kindergartens and schools) in Ukraine. - Understanding of national construction norms and standards for educational facilities, including bomb shelters. - Relevant professional experience in UN System or at the international level. REMUNERATION ------------ The starting base annual salary for this post is 31695 USD, excluding medical and pension coverage (up to 15% from the base salary) and danger allowance.
