Background:

UNICEF, in partnership with the Ministry of Health and key stakeholders in the Oxygen arena, have been working to identify the oxygen gaps in the country, develop an Oxygen roadmap and provide technical and financial support to improve the Oxygen landscape. Between July and November 2020, the MOH Healthcare Technology Management Unit (HTMU) conducted the first-ever comprehensive assessment of oxygen delivery capacity in Liberia. The assessment examined the availability of oxygen equipment, devices, supplies, and consumables; infrastructure and power supply; and human resources. Of a total of 53 health centers and hospitals across all 15 counties in Liberia which were visited for the assessment, all of which are secondary and tertiary health centers or hospital, only six (11%) of the 53 assessed facilities had an on-site oxygen plant: Phebe Hospital, JJ Dossen Hospital, ELWA Hospital, Redemption Hospital, St. Joseph Catholic Hospital, Jackson F. Doe Memorial Hospital. However, at the time of assessment, only 3 (50%) of those plants were functional and the other 3 were non-functional. Lack of spare parts was the most commonly cited reason given why the non-functional plants were down. Among the functional ones, only 1 plant (JJ Dossen Hospital) was supplying oxygen to other facilities. None of the plants were connected to back-up source of electricity.

To understand the total oxygen needs of the country, a total oxygen demand quantification was conducted for Liberia. The quantification exercise was intended to allow for the planning of ideal mixture of oxygen delivery approaches and to enable gap analyses for future procurement of oxygen technologies. The quantification exercise used the Excel-based UNICEF Oxygen System Planning Tool (UNICEF Office of Innovation, 2020) and a key recommendation was that Liberia required Eight (8) medium size (30 Nm^3/hr) oxygen plants and one large oxygen plant (50 Nm^3/hr) to meet the Oxygen gap. In light of the above, UNICEF will be supporting the Government with a Pressure Swing Absorption Oxygen plant (Plant- in the Box) as well as support with the preparation of the site for installation of the plant which is to be installed in Bong County.

The Consultant will complement the Government of Liberia's efforts in the areas of the BOQ designing reviews and supervision of the construction, reporting real time data and decision-making by both community members and stakeholders. It requires a middle level consultancy.

How can you make a difference?

Purpose of Assignment:

Under the direct supervision and guidance of the Health Specialist, the incumbent will be responsible for monitoring all construction activities in the Health section in relation to the construction of the Plant room for the installation Pressure Swing Absorption (PSA) and providing technical support on managing similar construction and rehabilitation activities with the Ministry of Health over the 90 days period. The Consultant will also interphase with the Supply section under the guidance of the Supply Manager for supply and logistics related activities for the project.

Basic Objectives of Contractor Services:

  1. To support with the Preparation of design and technical documents along with the relevant infrastructure units of the Government.
  2. To support with the preparation of PSA site construction and UNICEF internal monitoring workplan.
  3. Collaborate with UNICEF Programmes/Operations and coordination with Government counterparts.
  4. Support to monitoring of construction projects.

Objective 1: To support with the Preparation of Design and Technical Documents along with the Relevant Infrastructure Units of the Government.

  1. Draft the scope of construction works based on Programme/ Operations requirements, budget, and site limitations; define deliverables and payment modality.
  2. Apply UNICEF norms and standards (child-friendly, accessibility, MOSS, MORSS, etc.) to construction projects, taking into consideration the local environment and available materials; verify if compliance with green building standards is required in coordination with DFAM Field Support Unit.
  3. Check technical documents related to construction (design drawings, technical specifications and bills of quantities); verify whether they are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements; undertake the actions required to endorse these technical documents by relevant ministries.
  4. Follow up with the designing firms and government entities for obtaining all permits required for construction activities prior initiating works.

  5. Concepts note with the Scope of Construction developed.

  6. Participate and makes recommendations to the BOQ and technical design.
  7. All permits required from Government Infrastructure unit is received.

Objective 2: To support with the Preparation of PSA Site Construction and UNICEF Internal Monitoring Work-plan:

  2. Updated on regular basis the shortlist of potential construction companies and engineering firms available in the local market.
  3. Prepare tender documents in relation to construction works and engineering services; attend bidders' conference and present the technical components of the tender; draft answers on technical questions raised by the bidders during the tendering.
  4. Support Supply section in organizing bidders' conference and site visits; participate in the evaluation of technical proposals received and draft technical recommendation; if needed, provide support to Supply section on the analysis of financial proposals

  5. Bidding activities conducted in line with UNICEF supply policy

  6. Site Visits conducted based on Workplan developed and reports are made available with recommendations

Objective 4: Collaborate with UNICEF Programmes/Operations and coordination with Government Counterparts:

A. Provide technical support in matter of construction project management to Programme/Operations sections; provide information to Programme on construction related activities to include them in their AWP.

  1. Provide assistance to Programme /Operations sections through involvement in construction project proposals, planning, and preparation of relevant terms of reference.
  2. Attend technical cooperation meetings; prepare PPT presentations on projects' progress; undertake follow-up actions in relation to project implementation and monitoring.
  3. Provide Programme/Operations sections with information on projects' progress; undertake appropriate actions to overcome technical obstacles prepare reports on projects' progress.

1.Constitute a working team for this project with relevant agencies in Ministry of Health and Works.

Provides updates and power point presentations to UNICEF and Government IPS.

2. Final report is drafted and shared with UNICEF team and Government.

Objective 5: Monitoring of Construction Projects:

  1. Participate in the kick-off meeting of construction works with the construction company, the engineering firm and relevant government counterparts.
  2. Provide close monitoring on construction activities by undertaking regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services; follow up progress for each activity per milestones and review site supervision reports to ensure work compliance with norms, standards, and timeline; verify quality and precautions on health and safety standards on ground.
  3. Use effective monitoring and supervision tools to ensure easily assessment of works quality, progress, and performance of engineering firms and construction companies during the entire duration of the project.
  4. Compile supporting documents; monitor construction expenditures and progress certificates; prepare and maintain relevant table for each construction activity.
  5. Provide assistance to UNICEF Contract Administrator on contract management, amendments, variations, duration extensions, applying liquidated damages, etc.; compile and archive project documents, minutes, correspondence, instructions, etc.
  6. Participate in the partial, substantial and final reception of works after verifying the correction of all defects during the DLP; prepare and issue relevant certificates.
  7. Prepare Contract Performance Evaluation; provide assistance to UNICEF Contract Administrator on contract close-out in VISION; draft the final completion report with the lessons learned.

To qualify as an advocate for every child, you will have…

Education:

  • A university degree is required in in civil engineering, construction engineering, architecture or other relevant area. Other academic qualifications within the fields of statistics, computer science and monitoring and evaluation will be an added advantage.

Working Experience:

  • A minimum of two (2) years of relevant experience, at the national and/or international levels, in project monitoring, site supervision, quality assurance and/or other directly related technical fields is required.

  • Understanding of development and humanitarian work.

  • Emergency experience an advantage
  • Relevant experience in project development and management in UNICEF or other UN agency or organization as well as experience working in Liberia is an asset.
  • Strong and verbal and written communication skills and willing
  • Knowledge of the Liberia County Bong
  • Able to ride motorcycle
  • Proven ability to conceptualize, develop, plan and coordinate logistics activities as well as to transfer knowledge and skills.
  • Good analytical and negotiating skills.
  • Ability to work in an international or multicultural environment
  • Proficiency in computer applications including excel and PowerPoint
  • Ability to work as a team member

Language skills:

  • Fluency required in English.
