- Working knowledge of English, Russian and Kyrgyz is required.
- National or Resident with working permit of the Kyrgyz Republic.
Organizational Setting
The main aim of FAO Country Office, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Kyrgyzstan assists the Government of the Kyrgyz Republic to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.
In this context, the FAO is implementing in collaboration with the Government of the Kyrgyz Republic FAO/GEF regional project “Lifecycle Management of Pesticides and Disposal of POPs Pesticides in Central Asian countries and Türkiye” (the POPs project). The project aims at the environmentally sound disposal of up to 900 metric tonnes of POPs and obsolete pesticides and remediate pesticide-contaminated sites (Component 1); strengthen the institutional and regulatory framework for managing pesticides throughout their lifecycle (Component 2); increase the successful uptake of alternatives to chemical pesticides on key crops (Component 3); and share project lessons (Component 4). The project beneficiary countries are Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, and Türkiye. In Kyrgyzstan, within the project’s Component 1, two central stores for obsolete pesticides (OP) shall be built where the repackaged OP will be stored until an environmentally friendly disposal option will become available in Kyrgyzstan. Potential locations for the central stores have been identified and preliminary discussions held with the local and government authorities.
Reporting Lines
The candidate will under the overall supervision of the FAO Representative in Kyrgyzstan, the technical guidance of the Agricultural Officer/LTO in the Regional Office for Europe and Central Asia (REU) and of the Project Senior Technical Advisor, and the day-to-day supervision by the National Team Leader, perform the main following task.
Technical Focus Architecture and construction.
Overall Objective Support project to develop ToR for tender to construct two central stores for obsolete pesticides in Kyrgyzstan through development of the engineering design for the stores.
Tasks and responsibilities
• Develop ToR for tender for the construction of two central stores for obsolete pesticides. The ToR is based on the FAO tender template and should include: Background Description of the two construction areas Scope of work Detailed description of civil work Development and description of technical specifications References to relevant norms and regulations to comply with List of documents (permits, available equipment, staff list and qualification, prior experience, etc.) to be submitted by the contractor. Bill of quantities • Respond to review comments by FAO Construction Department CSLP • Support the team in organizing the tender. • Participate in technical review of bids and decision on best technical proposal. • Additional support if required and in line with the scope of the project.
