The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations. UNICEF South Sudan implement large number of new constructions and renovation of existing building structures for Ministry of Health and Ministry of Education throughout the country and improve the education facilities and health facilities of South Sudan. The organization also has considerable number of constructions in main office and field offices throughout the country.

The UNV Construction Engineer will contribute to the strengthening of the Construction Unit of Supply section of UNICEF South. The UNV Construction Engineer will directly work under UNICEF Construction Engineer (P3). The UNV Construction Engineer will be working closely with technical teams in UNICEF, Supply section, Funding sections, donor representatives, contractors, and consulting firms to ensure successful the implementation of above-mentioned construction projects. The position will be based in Juba at the UNICEF South Sudan Country Office within construction unit, which is functioning as part of Construction Unit

Within the delegated authority and under the supervision of Construction Engineer or his/her designated mandated representative(s), the UNV Construction Engineer will:

• Assist in the planning, implementation, monitoring, and quality assurance of construction and rehabilitation projects in South Sudan. • Review design documents and ensure accurate information, database, and measurements including take-off sheets, payments, and design documents. • Review the consultancy firm submitted technical documents or prepare construction technical documents such as BOQ, drawings technical specification • Lead pre bid meeting and participate in tender evaluation • Conduct regular site visits to monitor project progress and ensure compliance with design specifications. • Collaborate with project team members (Contractors and Consultancy firms, in-house engineers and Supply section) to ensure timely and effective project implementation. • Coordinate with stakeholders, including government agencies, NGOs, and community members, to ensure project alignment with local needs and priorities. • Coordinate with the contractors, consultancy firms, get weekly progress, compile, and desalinate. • Participate in project meetings and workshops to provide technical input and updates on project activities. • Support capacity-building activities for contractors and consultancy firms. • Support to the supply section in bid evaluations for the construction tender bits in a timely and quality manner. • Conduct regular construction project sites inspection in South Sudan. • Review the consultancy firm submitted technical documents or prepare construction technical documents such as BOQ, drawings technical specification Any other related tasks may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: • The efficiency and efficacy of the support provided by the UN Volunteer to the Construction program will facilitate the delivery of concrete and sustainable results in the Construction sector. The support provided to the Construction program will directly impact the improvement of health for the most vulnerable and marginalized women and children and help to improve the education facilities to the children. • Ensures the programme produces the results specified in the programme document, to the required standard of quality and within the specified constraints of time and cost.
• Effective delivery of project results; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• At least 3 years of progressively responsible professional experience in in pre tender activities such as preparation of TOR, BOQ preparation, construction technical specifications, construction drawing preparation, field construction supervision, contractors technical evaluation after the completion of degree • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) • Sound security awareness; • Have affinity with or interest in any part of South Sudan volunteerism as a mechanism for durable development, and the UN System •

Juba is the capital city of South Sudan and serves as the main duty station for UNICEF South Sudan Country Office. Living conditions vary and require adaptability, security awareness and compliance with all United Nations security procedures. Basic services, telecommunications, banking facilities, health services, markets and accommodation options are available in Juba, although costs can be high and service reliability may vary. Field travel may be required to locations affected by emergencies, where living and working conditions may be difficult, access may be constrained, and security conditions may change rapidly. The UN Volunteer must comply with UNDSS security guidance, complete mandatory security trainings and observe UNICEF and UN duty of care requirements at all times.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
