Purpose for the job:

Under the direct supervision, Education Specialist and guidance of the Team Lead of the Section in Cox’s Bazar, the Engineer will be responsible for providing technical support and oversight to the partners for ensuring the targeted number of Learning Centres are repaired, maintained and constructed within specified time frame, cost, quality, scope and risk as defined in PCAs and Contracts. Moreover, the Engineer should ensure the practices and activities of partner’s engineers meet required standards, with frequent visits to the sites, performing regular monitoring visits to assess the quality of the Learning Centres being built by the partner’s contractors and the work of their technicians, prepare reports, make recommendations. The Engineer is also expected to be conversant with Comprehensive School Safety (CSS) standards and develop a DRR/M and Preparedness infrastructure plan considering the manmade and natural disaster scenario.

The Engineer should mainly support the oversight, capacity building and coordination aspect of the construction and maintenance elements of the Education in Emergencies work that incudes (but not limited to), identifying problems related to building works, structure, design and upkeep, making recommendations for corrective actions, drafting correspondence to parties concerned as required, preparing reports and developing and updating the maintenance schedules While performing the above mentioned tasks the engineer should be closely coordinating and communicating with the UNICEF’s Education Team based in Cox’s Bazar.

Major duties and tasks:

1. Preparation of construction annual workplan

  • Prepare and collect information required for the annual work plan on regular activities, ongoing projects and others in the pipeline.
  • Develop the annual work plan for the construction activities; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.

2. Project management, monitoring and delivery of results.

  • Prepare/review terms of reference for site assessment and quality assurance by third party contractors for the construction of the Learning Centres in the camps and the school classrooms in the host community
  • Support the site assessment of Learning centres in the camps and site assessment of the schools in the host communities. Conducting survey and cost estimation preparation for different learning centre facilities in the camps and other locations in Cox's bazar
  • Review/update the social and environmental screening note and integrate recommendations of the assessment into the project implementation plan
  • Support the team for the procurement process according the SD guidelines and with the support of the supply section in Dhaka;
  • Review documents (periodic reports, sites visits reports, minutes of meeting) provided by the 3rd party LTA company and provide recommendation to address identified risks;
  • Monitor and evaluate performance of contractors.

3. Technical and operational support to project implementation

  • Review proposals and BoQs of construction and repair/maintenance of learning centres in the camps and schools in the host community based on accessibility, designs and other compliances of construction
  • Track progress of construction work and monitor construction activities and support on timely completion with achieving quality and specifications as per the designs
  • Assist the overall project management, ensuring timely completion of the construction work within the budget and meeting all the quality standards
  • Timely report to the supervisor regarding any potential delays and /or cost overruns; identify remedial actions or alternative solutions, to accelerate/improve programme delivery.
  • Document necessary correspondence with UNICEF BCO supply section such as monthly work plan and necessary letters related to contractors and other progress reports regarding project
  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, education sector and its partners on construction related aspects of Education in emergencies (EiE) based and WASH based on Core Commitment for Children, INEE and SPHERE.
  • Capacity building of the Partners and contractors to achieve and sustain results on education programmes.
  • Manage and provide the technical guidance to the third-party monitoring agencies (construction) and implementation of an efficient quality control system & supervision implemented by a 3rd party LTA company;
  • Support in handover process after substantial completion of contracts with proper quality assurance

4. Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts in the camps (RRRC, CICs) and in the host community (District commissioner, District Education Office) through active sharing of information and knowledge to facilitate construction of learning centres and classrooms
  • Present the status of the construction and other construction related aspects to the donors and other high-level visits in the camps and the host community

5. Operations and field services

  • Emerging Construction and repair related activities at UNICEF Cox bazar office Bazaar
  • Any other construction projects support as or when required from the management

To qualify as an advocate for every child you will have…

  • Bachelor of Science in Civil Engineering, construction or other relevant area.
  • A minimum of one year of professional experience in building, construction, assessment, management and coordination is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
