Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

We are seeking highly qualified, resilient, dynamic professionals to respond to Ukraine crisis and support people in Ukraine and refugees in the neighbouring host countries.

Duties & Responsibilities

The purpose of the Consortium Manager is to ensure lead the facilitation and play a strategic role across the agencies, including planning, operational management and overview across all areas of provision within the cluster/forum/ consortium and across a country.

  1. Provide overall direction and leadership of the Consortium to ensure seamless operations, leveraging complementarity among expert multi-disciplinary partners
  2. Develop consortium programming in coordination with members and relevant NRC staff.
  3. Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  4. Oversee day-to-day management of the project, including planning, implementation, monitoring and evaluation and budget spending, ensuring project is always on scope and schedule
  5. Represent the Consortium towards relevant stakeholders, including national authorities, donors and counterparts, promoting the best interests of Consortium partners
  6. Line manage and supervise the work of the Consortium Management Unit; carry out any needed recruitments, including for consultants
  7. Lead the consultations, design and preparation of the next phase of the Consortium based on evidenced needs, donor expectations and drawing from partners’ diverse expertise
  8. Contribute to fundraising initiatives to diversify the Consortium’s portfolio, actively seeking new relationships with donors and developing funding proposals
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Skills & Experience

  • Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context with extensive experience of working with and through partners
  • Experience from working in complex and volatile contexts
  • Experience of working with the EU as a donor
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Knowledge of the Ukraine context is an advantage

Access to a Schengen visa is required for positions in Ukraine

What We Offer

  • Duty Station: Ukraine, exact location to be confirmed

  • Travel: 40%
  • Contract: 12 months
  • Salary: According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
