Overview

Support conservation finance projects through innovative strategies and solutions

You have:

  • Master's or equivalent degree in Business Administration, Marketing, environmental economics or a related field
  • Minimum 5 years of experience participating in the development and/or implementation of at least 1-2 of the following: impact investment, biodiversity offsets, carbon credits, blended financing, and PES, as well as detailed familiarity with other conservation financing vehicles
  • Working knowledge of English and Bahasa Indonesia (written and spoken)
  • National of Indonesia or resident in the country with a valid work permit

Organizational Setting

The GEF 8 Cycle started in mid-2022 with programming direction and policy were formally socialized during the National Dialogue Indonesia, held between the 16th and 18th of January 2023, in Bali. Indonesia received the largest STAR Allocation in the current cycle to support the government in addressing environmental problems.

Directorate of Ecosystems Restoration and Management of Preservation Areas (Dit. PEBAP that was previously known as Directorate of Ecosystem Management and Restoration or Dit.BPPE) and FAO developed PIF entitled “Strengthening the integrated landscape management and governance for the conservation and sustainable use of forested areas important for biodiversity and ecosystem services (AIBDES) in Indonesia” to the Global Environment Facility (GEF) and it was endorsed by the GEF CEO for Prodoc development in December 2024. The Prodoc submission to the GEF Secretariat dues in October 2025 so the PPG team needs to be established to develop the AIBDES Prodoc. The Project Preparation Grant (PPG) Team will be led by GEF Project Design Expert (PDE) who will be supported by some national consultants, including Conservation Finance Specialist.

Reporting Lines

The Conservation Finance Specialist will work under the overall and direct supervision of, and report directly to, the FAO Representative in Indonesia. The incumbent will also be under the day-to-day supervision of the Assistant FAOR for Program, with technical support from technical officers in the Regional Office for Asia and the Pacific (RAP).

Technical Focus

The Conservation Finance Specialist will support the PDE in identifying how best to mobilise private capital to upscale the project investments and providing state of the art recommendations on innovative actions that could be taken to scale up sustainable finance.

Tasks and responsibilities

• Conduct a desk-review stock-taking of experience with different conservation financing approaches in the region and develop a set of applicable innovative financing instruments to be implemented by the Project. • Make proposals for concrete PES schemes to be targeted for implementation by the project. • Propose innovative financing mechanisms. • Provide concrete proposals for project activity plans for Component 4. • Contribute to other components, as relevant, in addition to those specifically listed in the ToR.
