Overall purpose of the role

The Conflict Sensitivity & Peacebuilding Coordinator will be responsible for technical standards, guidelines, training and conflict analyses supporting the DRC team in South Sudan – on any work related to conflict analysis, peacebuilding and conflict sensitivity.. The Conflict Sensitivity & Peacebuilding Coordinator will be responsible for drafting quality input to peacebuilding project reports, conflict analyses and supporting the design of Monitoring, Evaluation, Accountability and Learning (MEAL) processes to ensure an impact-driven response across peacebuilding components of DRC work.

He/She will act as the thematic lead for all peacebuilding activities under the Food for Peace (FFP) funded project ‘Complementary Action for Resilience Building’ in South Sudan (CARB), which is a consortium led by NRC and including DRC, ACTED, REACH, and IRC. Particularly, the Conflict Sensitivity & Peacebuilding Coordinator will liaise with DRC’s overall FFP Programme Manager, Area Managers, Technical Coordinators, and consortium partner leads to ensure consistent standards are applied across social cohesion activities, with a focus on ensuring conflict sensitivity is mainstreamed across the CARB programme. He/She will also prepare funding proposals to secure complementary funding to existing peacebuilding grants, and represent DRC South Sudan’s Peacebuilding programming to donors and other external stakeholders.

The Conflict Sensitivity & Peacebuilding Coordinator is responsible for development and implementation of a robust conflict sensitivity system, including technical management of Conflict Sensitivity Officers in field locations

Key responsibilities

STRATEGIC PLANNING:

  • Develop DRC’s internal programme and fundraising strategies for Peacebuilding programming and Conflict Sensitivity approach for South Sudan country office
  • Work with DRC Head of Programs, Humanitarian Disarmament and Peacebuilding (HDP) Manager, FFP Programe Manager and Program Technical Coordinators to identify and develop technical approaches for integrated programming, particularly in the areas of Protection and Economic Recovery
  • In collaboration with the Humanitarian Disarmament and Peacebuilding (HDP) Manager, contribute to the sustainable management of programme growth and development of the HDP team, ensuring that existing capacities are considered for future strategic growth.

PROGRAMME COORDINATION & DEVELOPMENT:

  • Development of guidelines, tools and Standard Operating Procedures (SOPs) for Peacebuilding teams and activities.
  • Technical support and guidance to the Peacebuilding Manager, Peacebuilding teams and other teams implementing integrated peacebuilding programming through trainings, ToT, technical reviews of workplans on request and support on conflict analysis.
  • Work with managers to ensure that capacity building plans for national staff remain relevant and geared towards the overall improvement of quality and sustainable localisation of the Peacebuilding Programme.
  • In collaboration with the DRC MEAL Manager, responsible for designing all MEAL processes relating to Peacebuilding across the DRC programme, including coordination across departments and sectors to ensure that learning is used to adapt future programming.
  • Work closely with DRC Protection, Economic Recovery, Durable Solutions and other Technical Coordinators to identify opportunities for complementary or integrated programming, including identification of specific funding opportunities to support cross-sector approaches
  • Provide technical support on the Peacebuilding/Social Cohesion component of the CARB project, within DRC and to CARB partners (NRC, IRC, ACTED, REACH) through trainings, ToTs, technical review of workplans on request.
  • Coordinate CARB consortium review meetings with FFP Programme Managers, Area Managers, Technical Coordinators, and consortium partner leads to reflect on progress of the CARB Social Cohesion component, identify necessary program adaptations and ensure these adaptations are implemented
  • Support to all DRC teams on conflict sensitivity analysis and decision-making processes, including development of tools, facilitation of trainings/workshops, technical support on programming decisions
  • Ensure understanding and adoption of conflict sensitivity concepts and approaches across all DRC activities
  • Conduct context and conflict analysis for and with field teams, and identify (potential) conflict sensitivity challenges and opportunities.
  • Facilitate reflections with field teams on potential conflict sensitivity challenges and opportunities
  • Technical management of conflict sensitivity officers.
  • Act as the focal point for all Peacebuilding and conflict sensitivity programme liaisons with DRC sectors and external partners, to facilitate multi-sectoral and conflict sensitive support to DRC’s beneficiaries.

FUNDRAISING:

  • Together with the HDP Manager and DRC Technical Coordinators, identify opportunities for new projects and funding.
  • In collaboration with other Technical Coordinators, Area Managers and Program Managers, contribute to development of integrated nexus programming including peacebuilding proggramming
  • Develop, or contribute to the development of funding proposals
  • Support the Head of Programme/SMT to identify and track Peacebuilding related fundraising priorities and create proactive engagement strategies
  • Review and provide input to all relevant DRC project designs and proposals, to ensure peacebuilding and conflict sensitivity components are well-developed and communicated.

EXTERNAL REPRESENTATION & ADVOCACY

  • Strengthen DRC’s contacts and coordination with relevant government departments, UN agencies, NGOs, CSOs at the national on issues relating to peacebuilding and conflict sensitivity
  • Share DRC learning concerning peacebuilding and conflict sensitivity, including through presentations to the UN Cluster system
  • Represent DRC Peacebuilding in CARB consortium meetings

Qualifications and Experience

Required

  • University degree in conflict management, peacebuilding, conflict prevention, development studies, and social sciences or other relevant fields, or relevant working experience
  • A minimum of 5 years of working experience providing technical guidance and training within the peacebuilding, conflict sensitivity or similar sectors
  • Extensive understanding of working on issues related to peacebuilding, conflict sensitivity, community-based approaches, awareness-raising, and development of policy recommendations
  • Minimum 2 years of project management experience at the programme implementation level
  • Demonstrated experience ensuring conflict-sensitive programming at the programme implementation level
  • Fluency in verbal and written English
  • The ability to translate develop realistic strategic plans that shape programming
  • Experience coordinating across departments and sectors at field and country office levels.
  • Experience designing and delivering training of trainers (ToT) sessions
  • Experience designing and/or managing the delivery of MEAL plans
  • Successful experience with fundraising
  • Experience with the liaison with donors and Government authorities
  • Experience in working in complex and politically-sensitive contexts
  • A team player – able to demonstrate a constructive, cooperative and problem-solving approach
  • Ability and flexibility to understand the cultural and political environment

Desirable
