Organizational Setting

Following the integrated policy for Leaving No One Behind and social protection, FAO and UNICEF are working together on Scaling up the joint programme (JP) on risk-informed shock-responsive social protection (RISRSP) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). With a magnitude of subsistence poor population at 1.2 million, the severity of poverty in the region suggests that more households are still needing assistance. As such, additional efforts and investments including more humanitarian cash transfers and other forms of social protection will be critical to safeguard the lives and livelihood, particularly of the vulnerable population, from the threat of natural and human-induced shocks and further exacerbated by the pandemic.

The JP recognizes that scaling-up cash-based programming and RISRSP systems is a strategic approach to improve food security, health and nutrition, and protect households’ assets as well as increase income of the most vulnerable population. Additionally, the programme intends to be conflict sensitive in all stages of its planning and implementation. It will fully involve local communities in a way that will strengthen social cohesion. When designing anticipatory actions or social protection intervention against climate-hazards, it is vital to consider the potential link to and impacts of conflict, as the success of the intervention may depend on it.

Reporting Lines

The Conflict Sensitive Programming Specialist reports to the Assistant FAO Representative for Programme in collaboration with RISRSP Joint Programme Coordinator and guidance of the Head of FAO’s Mindanao Sub-Office.

Technical Focus

This engagement primarily aims to support the scaling up of risk-informed and shock responsive social protection (RISRSP), particularly anticipatory actions, in the disaster risk reduction and management (DRRM) planning of the Bangsamoro Autunomous Region in Muslim Mindanao (BARMM) Regional Government. Given the context of the region, there is a need to inform the design of conflict-sensitive AA programming, as well as AA programming that addresses the immediate consequences of conflict (e.g. displacement); to document conflict risks and mapping conflict scenarios as a contribution to the early warning work at global level; and to develop conflict risk scenarios to inform risk analysis.

Tasks and responsibilities

The Conflict Sensitive Programming Specialist will focus on establishing AA systems in conflict settings particularly in the Bangsamoro region. He/she will be working closely with the UNJP/PHI/073/CEF team in Cotabato in building/enhancing the Bangsamoro government’s capacity to design and implement conflict-sensitive AA policies/programs/projects.

Specifically, he/she shall perform the following tasks:

  • Strengthen capacities of relevant partner BARMM offices for conflict analysis and establish early warning trigger mechanisms for anticipating the immediate consequences of conflict, i.e. the risk level thresholds beyond which financial resources should be rapidly allocated to prevent and mitigate the impact of a forecast hazard on agriculture and food security;
  • Strengthen capacities of relevant partner BARMM offices for the formulation of crisis timelines to identify windows of opportunity for AA in conflict settings;
  • Strengthen partnerships and inter-agency efforts on understanding conflict risks and mapping conflict scenarios, early warning and AA in conflict settings.
  • Support the strengthening of FAO’s approach to AA programming in conflict contexts:
  • Build on existing corporate frameworks/guidelines on conflict-sensitive programming and AA programming, and in close collaboration with the Conflict Analysis and Conflict-sensitive Programming Specialists based in various sub-regions, develop operational guidance on conflict-sensitive AA programming, and provide advice on the formulation of AA projects in conflict-affected and fragile settings;
  • Build on ongoing country-level experiences, develop a framework for AA to mitigate the immediate consequences of conflict and insecurity (e.g. forced displacement) on the livelihoods and food security of affected populations in a conflict-sensitive and peace responsive manner.
  • In coordination with relevant FAO teams, formulate a monitoring, analysis and reporting approach on conflict risks in Mindanao, including the assessment of conflict risk likelihood and potential impact on agriculture and food security;
  • Support FAO global early warning efforts to report on food crises countries/regions affected by conflict and insecurity;
  • Provide programmatic and technical support and inputs to the formulation of the Bangsamoro DRRM Plan up to its final review and packaging, including the crafting and refinement of DRRM Thematic Areas and its overall Theory of Change, particularly to the members of the Technical Management Group (TMG) of the Bangsamoro DRRM Council (BDRRMC);
  • Coach and train selected BARMM personnel on risk-based DRRM planning;
  • Lead the conduct of writing workshops, reviews, and refinement of the proposed Bangsamoro DRRM Plan;
  • Facilitate the drafting of the Bangsamoro all-hazards risk profile, including field consultations and validation when necessary;
  • Support the conduct of consultations and reviews with ministries, local government units, national government agencies, NGOs, CSOs, and other stakeholders in BARMM on the draft Bangsamoro DRRM Plan;
  • Support FAO Philippines in conceptualizing and refining its approaches in upscaling RISRSP and anticipatory actions considering the current DRRM context and practice in the country.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in one or more of the following: agriculture, food security analysis, conflict analysis, conflict management, peacebuilding, early warning, international relations, political sciences, or related fields.
  • Minimum of 9 years of experience conducting context/conflict analysis or similar duties for the humanitarian and agricultural/food security sectors, including work experience with national and international NGO’s, UN agencies, governments, donors.
  • National of the Philippines

Technical/Functional Skills

  • Experience working with government agencies, international organizations and community leaders on designing and/or implementing conflict-sensitive programs/projects especially in the DRRM/humanitarian contexts;
  • Good working knowledge on Disaster Risk Reduction and Management and Anticipatory Action;
  • Strong knowledge/understanding of the political, economic and social climate in BARMM;
  • Demonstrated ability to work with people from diverse background and perspective, and make sound judgements;
  • Strong interpersonal skills;
  • Excellent written communication skills, including in emergency settings;
  • Work experience in more than one location or area of work;
  • Strong foundation in programme formulation, planning, implementation, management and evaluation; and
