Purpose of Activity/Assignment:

Under the overall and direct supervision of Security Manager, UNICEF, South Sudan the successful candidate will support UNICEF South Sudan on conflict analysis to support evidence-based response planning and drive the development of strategy, innovation and multi-sectoral programmes and projects. The successful candidate will also be responsible for identifying a methodology to mainstream and institutionalize conflict sensitivity across UNICEF South Sudan in order to improve programme quality.

Main Duties and Responsibilities:

Under the direct supervision of the Security Manager, UNICEF South Sudan, and in close coordination with UNICEF programme, emergency and field teams, the Conflict Analyst will:

  • Conduct analysis and assessments in support of the Security team to improve the security of UNICEF South Sudan personnel, particularly whilst conducting field activities in areas of higher risk (Upper Nile and Jonglei / GPAA)
  • Conduct and draft conflict analysis reports, covering key sub-national areas and/or thematic areas, relevant for UNICEF programmes, in support of security, programme, emergencies and Field Coordination activities
  • Coordinate with UN agencies and other humanitarian partners on conflict analysis and conflict sensitivity
  • Capacity-building for UNICEF South Sudan personnel on qualitative data collection, analysis, conduct basic conflict sensitive analysis in line with UNICEF Guidelines and SOPs on confict sensitive programming
  • Capacity-building and support for UNICEF South Sudan personnel on conflict sensitivity, generating a shared understanding of the operational context in which UNICEF South Sudan operates, including at the sub-national level and how to integrate conflict sensitivity into specific sectoral areas, such as Child Protection, Health, Education, WASH and Nutrition
  • Support and direct the development of UNICEF South Sudan wide strategies, grounded in conflict analysis, using conflict analysis to identify new areas of work and engagement, including risks and mitigating measures and active community participation in conflict resolution.
  • Initiate and regularize learning opportunities, presenting findings from conflict analysis and recommendations to help further improve programme quality and innovation in new and existing multi-sectoral projects. This analysis will be used to support UNICEF’s risk informed programming as well as determine the vulnerabilities of personnel based on gender, disability and ethnicity.
  • Contribute to UNICEF South Sudan’s risk Informed Response portal and support thematic and area-based risk analysis documents with the risk informed programming framework to inform decision making.

    Scope of Work:

    As noted above, the Conflict Analyst is to support UNICEF South Sudan on conflict analysis to support evidence-based response planning and drive the development of strategy, innovation and multi-sectoral programmes and projects. The successful candidate will be predominantly located in the UNICEF Country Office based in Juba where the incumbent will be attending meetings at various UN and non-UN compounds throughout the capital city including UN House. In addition, the incumbent should be expected to travel into the field to either visit UNICEF field locations main urban conurbations or deep field missions in order to enhance analysis / meet with key interlocutors. In summary, the incumbent will be in Juba Country Office for 65% and in field locations for 35% of total time.

Work Assignment Overview/ Deliverables/Outputs:

Produce monthly analysis on Jonglei and Upper Nile states on the security situation impacting World Bank-funded Implementing Partners, programmes and beneficiaries.

Enable Implementing Partners to support their staff and activities in the provision of security

Provide monthly briefings to Implementing Partners on the security situation with a focus on Jonglei and Upper Nile.

Support the Security Management Plan in the provision of security oversight of Implementing Partners

Produce weekly / monthly analysis by State and Administrative Area on the political and security situation. To include thematic analysis including, but not limited to, climate change, gender, disability, elections, on-going emergencies and the impact on children. In addition, to include the role of community engagement and participation in conflict prevention, mitigation and resolution including being part of the solution for many of the conflicts directly affecting IPs work.

Support the Security Risk Management process in updating the AIMS platform; support security recommendations to senior management

Lead on monthly internal capacity building sessions with programmatic sections, field offices and Security team on UNICEF conflict sensitivity, conflict sensitive programming, generating a shared understanding of the operational context in which UNICEF South Sudan operates.

Quality training conducted; training reports prepared and shared in time.

Participate in internal meetings including but not limited to, MMM (weekly), Security Team Management meeting (weekly), Security Team Meeting (fortnightly) and Country Management Meeting (monthly).

Minutes of security-related issues documented and shared; follow-on action points made regularly

Participate in external meetings including but not limited to, UNCT Access Working Group (monthly), JMAC Early Warning (fortnightly) and INSO roundtable briefings (monthly).

Participate in UNICEF programme and emergency meetings on request to provide specific analysis, situation updates and / or recommendations for programming .

Minimum Qualifications required/Knowledge/Expertise/Skills required

  • Master’s Degree in Political Science, International Relations, Anthropology, Sociology, Geography or other relevant field
  • Minimum five years of progressive experience in research and analysis
  • Experience working on the integration of conflict sensitivity in humanitarian and development programming
  • Experience working in complex humanitarian emergencies and applying analysis to problem solving in difficult humanitarian responses
  • Experience in South Sudan
  • GIS mapping skills desirable

Language Requirements: English essential, languages associated to ethnic groups in South Sudan desirable

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
