Humanitarian access refers to humanitarian actors’ ability to reach people affected by crisis, as well as the affected population’s ability to access humanitarian assistance and services. Rapid and unimpeded access is a fundamental prerequisite for effective humanitarian action. Access is critical for operations and needs assessments, to monitor assistance, move goods and personnel where needed, and to enable affected people to benefit from assistance and access basic services. Facilitating and coordinating efforts to establish and maintain access is central to the mandates of the Emergency Relief Coordinator (ERC), Humanitarian Coordinators (HCs) and therefore OCHA.
In this sense, OCHA’s support in ensuring humanitarian access consists of:
• Fostering collaboration amongst humanitarian actors to promote a coherent and coordinated approach; • Facilitating and coordinating monitoring of access trends and developments in order to identify constraints and their implications for people in need; • Supporting humanitarian advocacy and negotiations and promoting compliance with and respect for humanitarian principles and International Humanitarian Law; • Building the capacity of humanitarian partners and relevant stakeholders on access and humanitarian negotiations.
OCHA’s role in coordinating the monitoring of access in order to identify constraints and their implications for affected populations is critical. This data can then be used to build common approaches to resolve issues and to inform advocacy and negotiation solutions. In OCHA Niger, the Access Unit is responsible for chairing the Access Working Group, preparing regular and ad hoc reporting and providing advice to the Humanitarian Country Team and the HC on critical access issues and dilemmas.
We are looking for one Online Volunteer who, under the supervision of the Head of Access Unit and the technical guidance of the Head of the Information Management Unit, will support OCHA Niger with conducting a qualitative/quantitative data analysis. The Online Volunteer will be responsible for:
• Mapping and visualization: use available data to support the design of information products such as maps, infographics, reports and charts by turning data into compelling features to convey messages and a storyline, according to an agreed reporting plan.
The Online Volunteer will be provided with datasets to conduct the analysis and is required to update on the progress during regular calls and through email.
The Online Volunteer will have the opportunity to build connections with the Access Unit and the Information Management Unit at OCHA Niger and learn about the ways in which data can support access constraint analysis at the country level.
Candidates should have advanced computer skills and proficiency in analytical software (e.g., SPSS, SATA etc.).
