Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines:

The Computer Programmer will be under the overall supervision of the FAO Representative in the Philippines ad interim, general supervision of the Assistant FAO Representative (Programme), the direct supervision of the Project Coordinator, and guidance from the Mindanao and Emergency Response and Preparedness Group (MERG).

Technical Focus:

FAO is implementing a Technical Cooperation Programme (TCP) in enhancing farmers information system for Disaster Risk Reduction and Management (DRRM) in Agriculture that would enable timely, critical, and efficient decision-making and delivery of interventions to improve the management of crops and farm lots. This is through capacity building of the agriculture sector on data collection and information management.

Tasks and responsibilities

With collaboration with relevant partners, the Computer Programmer will undertake the following duties:

  1. Determines system requirements where in- scope and out-of-scope business requirements are identified, business rules are defined and documented and interfaces to and from the new application are discussed;
  2. Defines process model, and logical data model;
  3. Reconciles business requirements with models to ensure all requirements and business rules are accommodated;
  4. Produces functional specifications;
  5. Compiles system requirements documents and subject it to review by the System Development Team;
  6. Defines the technical architecture to identify the structure of the system in terms of hardware, system software, and supporting tools, and to develop strategy for the distribution of the various system components across the architecture;
  7. Defines system standards where common processes, techniques, tools, and conventions are identified to maximize efficiencies and introduce uniformity throughout the system;
  8. Creates the physical database where the actual database to be used by the system is defined, validated, optimized to ensure completeness, accuracy and reliability of the data;
  9. Prototypes system components to validate preliminary functionality;
  10. Produces technical specifications where the operational requirements of the system are translated into a series of technical design specifications for all components of the system;
  11. Compiles system design documents and subject it to review by the System Development Team;
  12. Builds, tests and validates individual system components and utilities to ensure that they perform to the technical and functional specifications;
  13. Prepares end-to-end systems documentation;
  14. Conducts training sessions, manual business operations and parallel operations; and
  15. Carry out any other relevant duties within his/her technical competence as may be requested by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Computer Science, Information Technology or related fields
  • At least three (3) years of working experience with Governments or the private sector on successful implementation of information technology
  • A national of the Philippines

Technical/Functional Skills

  • Experience in deploying both Linux and Windows server environments; basic Webhosting and email configurations; and creating responsive design, mobile website, and online system.
  • Familiarity with the Department of Agriculture’s Farmers and Fisherfolk Registration System and/or Registry System for Basic Sector in Agriculture (RSBSA) is an advantage
  • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point).
  • Excellent written and oral communication skills in English and Tagalog
