OBJECTIVES OF THE PROGRAMME

The WHO Global Service Centre (GSC), Malaysia, provides specialized services to all staff and all WHO offices worldwide in respect of human resources, procurement, finance and support of corporate IT applications and infrastructure. The aim of the GSC is to provide the swift and reliable delivery of a comprehensive array of products and services covering all these fields.

DESCRIPTION OF DUTIES

Under the supervision of the Administrative Officer, COR andoverall guidance of the Compliance Officer, COR, the incumbent performs the following duties:

- Periodically performs post-facto check of procurement transactions based on GSC/COR plan of work to ensure that procurement transactions are performed in compliance with WHO rules, regulations and procedures related to procurement and logistics.

- Develops and discusses findings and recommendations, and draft reports based on the compliance logs including statistical data, discrepancies identified and areas of non-compliance, actions taken and recommendations for remedial action and improvement.

- Supports the COR Unit in interactions with Auditors on compliance testing and results activities.

- Performs other duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

- First level University Degree from a recognized University with specialization in Procurement, Logistics/Supply Chain, Business Administration or related field.

Desirable:

- A recognized professional qualification in Compliance, Audit or Procurement such as CIPS.

Experience

Essential:

- At least 2 years of relevant experience in Compliance, audit, management, procurement and/or logistics operations in a large international company or organization.

Desirable:

- Experience in working in a Shared Service Centre.

- Experience in the use of an ERP system such as Oracle

Skills

Essential:

- Good knowledge of procurement concepts and applications in a larger Organizational context.

- Good knowledge of shipping matters and commercial transportlogistics (sea,rail, road, air).

- Ability to work under pressure and to prioritize the workload.

- Ability to brief and train staff.

- Ability to use ERP system such as Oracle.

- Demonstrated skill and proficiency of computer systems.

- Ability to multi-task while paying attention to details.

- Ability to plan and manage projects.

- Sound judgement, integrity and tact when dealing with others.

- Good analytical and general organizational skills.

- Good inter-personal and communication skills.

Desirable:

-Knowledge of WHO procurement policies, procedures, rules andguidelines.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 96,606 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
