The UNDP Blue Resilience Project is funded by the Norwegian Ministry of Foreign Affairs via the Norwegian Ministry of Trade, Industry and Fisheries as host to the Blue Justice Secretariat. Blue Resilience is in support of the Norwegian government's Blue Justice Initiative which operationalises the International Declaration against Transnational Organized Crime in the Global Fishing Industry (Copenhagen Declaration) in selected developing countries. The Copenhagen Declaration maps out a goal-oriented political plan to address transnational organized crime in the fisheries sector globally towards achievement of the UN SDGs, with particular emphasis on cooperative law enforcement towards this end. The objective of Blue Resilience is to strengthen capacity for institutional cooperation towards effective governance responses to addressing organized crime in the fisheries sector. The project is research-based towards designing and delivering a sustainable learning package on improved institutional cooperation to enhance enforcement efforts against organized crime in fisheries in the target countries.
The Blue Justice project is hosted by the UNDP Nordic Representation office (NRO). It is a highly visible governance project funded by a key donor country and has direct links to NRO's work on core resource mobilisation.
In this context, UNDP's NRO is looking for a Community Portal Manager to support the Blue Resilience Project. The Community Portal Manager will report directly to the Project Manager.
Duties and Responsibilities
Scope of work
Broadly, the Blue Justice community portal manager is expected to engage in five main areas of work:
- Manage the Blue Justice community portal.
- Facilitate populating the portal with relevant material on governance pertaining to addressing organized crime in the fisheries sector.
- Oversee the ability of users of the portal to register and access the material on the portals and participate in workshops, discussions and other interactions.
- Coordinate IT support of the portal.
Specific duties and responsibilities
1. Overall responsibility at UNDP for managing the Blue Justice community portal, in coordination with the Blue Justice Secretariat (Norwegian Ministry of Trade, Industry and Fisheries), including ensuring that: it is functioning effectively at all times; its layout is logical, appealing and easily navigable for users; and that its substantive content is up-to-date and accessible to users.
2. In coordination with the project manager and the research and gender experts, and in consultation with the Blue Justice Secretariat, ensure that all relevant documents and material pertaining to the project are uploaded onto the community portal and are efficiently displayed and easily accessible to users.
3. In coordination with the project manager and the research and gender experts, facilitate workshops and expert consultations on the portal as needed.
4. In coordination with IT support provided by the Norwegian government and UNDP, ensure that all IT concerns regarding the portal are identified and effectively dealt with as soon as possible
- Proven ability to manage content particularly on websites;
- Strong familiarity with international development issues, including Agenda 2030 and SDG16;
- Excellent administrative and organizational skills;
- Demonstrated ability to meet deadlines and work under pressure;
- Previous work experience working within/with the UN
- Demonstrates integrity by modelling the UN’s values and ethical standards;
- Promotes the vision, mission, and strategic goals of UNDP, and partner organizations:
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Excellent understanding of international development issues and knowledge of the UN system
Required Skills and Experience
- A Bachelor's degree in international relations, governance, communications, or related field.
- A minimum of 2 years experience working within the areas of communications, knowledge management, content management or other relevant field.
- Fluency in written and spoken English
The application is a two-step process. Failing to comply with the submission process may result in disqualifying the applications:
Step 1: Interested individual consultants must include the following documents when submitting the applications in UNDP job shop (Please note that only 1 (one) file can be uploaded therefore please include all documents in one file):
- Updated CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references
- Brief description of why the individual considers him/herself as the most suitable for the assignment. Indicate available start date.
Step 2: Only applicants who attain a score of 70% and above on the technical evaluation will be contacted and requested to submit a financial proposal.
Scope of Price Proposal:
· Financial proposals must be all inclusive and must be expressed on the basis of "an all-inclusive daily fee” in USD.
The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are factored into the final daily fee submitted in the proposal. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
Criteria for selection of individual consultant for award of contract:
Through a desk review of applications, a short-listing will be done to identify those candidates who meet the criteria of education and relevant years of experience. The shortlisted candidates may be called for an interview, if additional questions arise. The desk-review will make up 100% the technical score.
The combine scoring method will be used to evaluate proposals
Combined scoring method – where the qualifications will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%.
Technical criteria weight: 70 (70% of total obtainable scores). Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.
Financial criteria weight: 30 (30% of total obtainable scores).
When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
· Responsive / compliant / acceptable; and
· Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Proposal (70 Points) 70% weight
Technical proposals will be evaluated based on the following criteria:
- Experience with working within the areas of communications or knowledge management or content management relevant to the scope of work (20 points).
- Proven ability to manage content particularly on websites (20 points).
- Experience working with the SDG’s or in other development related field (15 points).
- Excellent written and verbal communication skills in English (10 points).
- Previous work experience working within/with the UN (5 points).
Only Individual Consultants obtaining a minimum of 49 of the obtainable points of 70 points (70%) in technical evaluation would be considered for the Financial Evaluation.
The following formula will be used to evaluate financial proposal:
