Result of Service- Conduct outreach to the Christian civil society in Iraq for visibility purposes and to make contacts useful for the investigations into the ISIL crimes committed against the Christian community - Ensure closer cooperation and coordination with the Christian civil society in Iraq in investigating the crimes committed by ISIL against the Christian community in Iraq - Conduct outreach to the wider civil society in Iraq for visibility purposes and to make contacts useful for the investigations into the ISIL crimes of destruction of cultural heritage of all ethno-religious groups in Iraq - Ensure closer cooperation and coordination with the civil society in Iraq in investigating the crimes of cultural heritage destruction committed by ISIL against all ethno-religious groups in Iraq.

Duties and Responsibilities Methodology and Deliverables:

The recruited consultant will work in close cooperation with UNITAD through the Office of Field Investigations, specifically in collaboration with the team, and the head of the team investigating the crimes committed against the Christians in Erbil. The methodological approach to this consultancy will be one of collaboration and joint creation between the consultant and UNITAD, with the national consultant taking overall responsibility for the agreed deliverables within the timeframe of the contract.

Deliverable 1: Conference with the Christian leaders.

Organizing a high-level conference with the Christian leaders from the various denominations to include the Nineveh Council of Bishops, Kurdistan Council of Bishops, Kirkuk Bishop, Basra Council of Bishops, Baghdad Council of Bishops and the Vatican Ambassador in Baghdad. The one-day event will be held in Erbil on 29 August 2023. The theme will be centered on UNITAD’s investigation and accountability issues for the Christian Community.

Deliverable 2: Workshop with the Christian community.

Organizing a workshop with the Christian and minority communities, NGOs and Iraqi authorities. The two-day event will be held 27-28 October 2023 and will be divided into the following four sessions:

Session One:

Patterns of Destruction of Cultural Heritage and Way Forward for Increasing Accountability. The consultant will identify the Christian, Yazidi and other minority communities participants and speakers.

Session Two:

Increasing Awareness and Accountability for ISIL Crimes against Christian Community. The consultant will plan the session as well as identify the target participants and speakers.

Session Three:

Capacity Building on Documentation and Investigations for Christian NGOs and other local organizations. The consultant will plan the session as well as identify the target participants and speakers..

Session Four:

Engagement with Christian Victims/Survivors. The consultant will plan a session and identify the Christian women victims/survivors of ISIL crimes.

For both the deliverables, the National Consultant will facilitate communication and coordination amongst local stakeholders and will involve traveling within the Nineveh Plains, Mosul, and Baghdad to liaise with the Christian leaders.

Qualifications/special skills A first-level university degree in law, political science, history or a related field is required.

A post-university degree (Master of Arts or equivalent) is desirable. The National Consultant must have a minimum of five years of experience in teaching or engagement in civil society work, including outreach, fieldwork activities and/or project management is required. Familiarity and knowledge of the ISIL crimes against the Christian community in Iraq is required. Established relationship with Christian community in Iraq is required. Ability and willingness to travel inside Iraq is required. Strong organizational and interpersonal skills is required. Proactiveness and result-orientation attitude is required. Communication skills (verbal, written, non-verbal) is required.

Languages English and French are the working languages of the United Nations Secretariat. For this position, knowledge in English is required. knowledge in Arabic is required. knowledge in Aramaic is required.

Knowledge of another UN language (e.g. French, Russian, Chinese) is desirable.

"Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
