Job Description

IRC Background:

Founded in 1933, the International Rescue Committee is a leading, non-sectarian non-profit organization providing emergency relief, protection, rehabilitation assistance, resettlement services, and advocacy for refugees and victims of oppression or violent conflict. Domestically, our 22 offices across the country ensure new arrivals have food, shelter, and clothing, and work with refugees to help them gain self-sufficiency through English language classes, job training and placement services, and community participation activities. The Headquarters Resettlement Department provides guidance and oversight for the domestic offices. The Salt Lake City office resettles approximately 600 refugees & asylees each year and has approximately 20 different programs to support refugees. This position reports to the Executive Director.

Job Summary:

Under the supervision of the Executive Director, the Community & Integration Program Manager is responsible for primary oversight of the IRC in Salt Lake City’s community-based programming including Immigration Legal Services, Interpretation Services, Community and Civic Engagement and AmeriCorps programming and placement. The Program Manager sits on the senior leadership group supporting a wide variety of office management responsibilities including Strategic Action Planning as well as assisting in financial management of program budgets, oversight of program deliverables and reporting for program areas and resource development. Key responsibilities include the leadership of staff, ensuring proper execution of federal, foundation and private grants and contracts, sustaining and growing programs as it aligns with the SLC office’s Strategic Action Plan and assuring all programs remain in compliance with donor expectations and are properly implemented.

Major Responsibilities:

PROGRAM OVERSIGHT & MANAGEMENT

• Oversee and lead program departments including: Immigration, Client & Community Engagement, Interpretation Services, coordination related data and evaluation activities, and other program departments, as assigned.

• Ensure close programmatic linkages between all IRC programs and departments, supporting cross program collaboration and developing new systems to ensure efficiency in service delivery to clients and incorporating client engagement best practices into programs.

• Support existing projects and new project design/program development that align with Outcomes and Evaluation Framework (OEF).

• Identify and disseminate best practices for program development utilizing a client centered lens across Salt Lake City programs

• Maintain Gender, Equity, Diversity and Inclusion standards and work with program managers to ensure standards are met, including evaluating program log frames through diversity, equity and inclusion lens.

• Lead on programmatic outreach to New American populations and incorporating client voice and influence into program services utilizing best practices and new innovations.

• In coordination with the Executive Director and direct reports, implement and develop new programs aligned with the office vision and goals;

• Work closely with the Development team to ensure sound program design, grant writing and grants management standards are met.

• Work with Development, Finance and program staff to ensure all program budgets are monitored and managed effectively and program outcomes meet proposed goals.

• Serve as leader in the continuing development and implementation of data tracking systems across IRC Salt Lake City to ensure quality data collection across all programs; produce reports and impact data to provide insight to internal and external stakeholders on IRC’s impact.

• Manage IRC SLC’s AmeriCorps program management, recruitment and placement in the office.

• Serve as a member of Salt Lake City’s leadership team and senior leadership group, participating in strategic and office-wide discussions and processes.

• Provide leadership and supervision to a team of approximately (5-8) direct reports as well as interns and volunteers.

• Work closely with agency senior staff and other employees, and ensure good working relationships with other departments/programs, fully implementing a client centered service methodology across the agency.

• Interact as office and initiative liaison with IRC headquarters, as needed.

• Assist Executive Director in budgeting process, contracts management and other duties, as needed.

EXTERNAL AFFAIRS/PUBLIC RELATIONS

• Represent the IRC in public and private setting through presentations and information sharing, as needed.

• In cooperation with the Executive Director and Development Officer, develop and manage a comprehensive outreach/working relationship with stakeholders including clients, volunteers, other providers, elected officials, business people and donors.

• Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders.

• Other related duties as assigned.

Qualifications

Job Requirements:

- BA in Human Service, Business, Non-Profit Management, Public Administration another related field. Graduate degree preferred. - Minimum of seven years of experience in non-profit management, program development and management and staff supervision required. - Demonstrated ability of fiscal management and reporting. - Excellent communication skills both written and verbal, as well as public speaking. - Experience working with Utah’s New American community - Good organizational and project management skills. - Ability to work under pressure and meet deadlines. - Ability to effectively work in a multi-cultural work environment. - Up to 15% travel may be required.
