Overview

You have:

• Experience in program development and project implementation in health systems or community health programs.
• Excellent oral and written communication skills in both Arabic and English, including reporting skills.
• Solid overall computer literacy with proficiency in MS Office applications (Excel, Word, etc.).
• Ability to work effectively in a diverse and multicultural environment.
• Proven ability to work under pressure and meet tight deadlines.
• Experience working with community health workers and building community health programs.

Contract

In Yemen, UNICEF is committed to ensure that children and their families can benefit from lifesaving healthcare assistance and be protected from preventable diseases. With no end in sight to the conflict, the economic crisis, disease and displacement, the situation of Yemeni children and families is set to worsen, with an anticipated 23.7 million people (72 per cent of the population) in need of humanitarian assistance. This includes 12.9 million children, that is four out of five children. These huge needs come at a time when the health system is on the brink of collapse. Half the health facilities have either been partially damaged or completely destroyed by conflict, and health workers have not been paid in the last two years. Medicines and medical equipment are in short supply. Outbreaks of epidemic and water-borne diseases such as cholera and diphtheria show how precarious public health is in the current situation. Piatz We ape Without access to basic and obstetric health care, clean water, sanitation facilities, food and shelter, young children and mothers are becoming more vulnerable to infectious and preventable diseases. Using a mix of emergency response strategies, UNICEF and its partners are supporting the public health system to prevent its complete collapse and, where possible, to operate at pre-conflict levels. In areas with no functioning health centers, integrated mobile teams, community health workers and community midwives go into screen children and women for malnutrition, diseases and pregnancyrelated complications and provide treatment where possible or refer cases to facilities. For more details, please refer to UNICEF — Yemen website: Health I UNICEF Yemen The purpose of this post: Community Health Specialist accountable to strengthening Community Health Workers Network program implementation, monitoring and documenting progress, support field offices in following up key program priorities, planning for modifications, as well as providing professional expertise and assistance in data and information management of CHWs in the context of UNICEF health programmes in Yemen. The specialist plays a leading role in supporting the program team in implementing key program priorities and linkages with other health section programs and teams. In addition, the specialist serves as a focal point for field implementation to facilitate the achievement of results on programmes/projects in line with UNICEF Yemen office. This UNV assignment is part of UNICEF Yemen Health System Strengthening flagship mainstreaming initiative.

Within the delegated authority and under the supervision of the Health Specialist — Health System Strengthening or his/her designated mandated representative(s), the UNV Community Health Specialist may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results: 1. Data collection and analysis to support the national Community health systems and health

programmes A. We are. W. (UNV) Progranune Support in developing a costed scale up plans by identifying specific prioritized locations using universal health coverages index/indicators. Support data collection, analysis, dissemination processes relevant to Community Health Workers Programme needs. Proactively gather information from key stakeholders of which may be helpful for informing decisions. Provide the necessary tools and approach to run monitoring, assessments, planning and progress update including reporting. Identify information resources that would complement information needs of UNICEF health section, as appropriate. Organize and maintain contact directories of partners using standard formats agreed with relevant stakeholders. Liaise with other sections on implementing CHWs network and Information Management Focal Points (as required) for data/information and knowledge that can inform UNICEF programme decisions. Drafting reports and facilitate data collection related to CHWs including services, users, supplies and commodities. 2. CHWs programme development and planning Support health section and field offices and work closely with health & nutrition teams in the preparation and updating of the situation analysis for the CHWs programme to ensure that current and comprehensive data on programme issues is available to guide UNICEF's health strategic policy, advocacy, intervention and development efforts on sectoral programmes and overall knowledge management. With support from supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance CHWs network management, efficiency and del ivery. Work closely and collaboratively with internal colleagues and partners to discuss CHWs programme strategies and methodologies, and to determine priorities to ensure the achievement of concrete and sustainable results. Develop CHWs refresher training modules in coordination and collaboration with MoPHP, Nutrition, SBC and other relevant stakeholders. Develop training plans such as training of trainers, cascading training for supervisors and other training mentors for community staff. Use of innovative approaches to scale up and implement the CHWs program including supply chain management, quality improvement initiatives and supportive supervision. 3. Key performance indicators of programs supporting community health systems are systematically monitored As part of the Health Programme Performance Monitoring requirements, continuously follow up with internal colleagues and national partners for CHWs data gathering and information reporting. Liaise with UNICEF programme sections and the sector leads for monitoring and progress update on CHWs implementation and acceleration initiatives. Use standardized reporting platforms for internal and external reporting. Collaborate in providing guidance to counterparts and follow up on actions and agreed upon priority actions as guided by supervisor and section chief. 4. Networking and partnership building Pletz We are

 Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, and field teams through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results.
 Prepare communication and information materials for the Health programme advocacy to promote awareness, establish partnerships and support data and system strengthening for sectoral programmes.
 Participate as appropriate in inter-agency discussions to collaborate with partners/colleagues on planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in development planning and agenda setting.   Any other related tasks as may be required or assigned by the supervisor.

12. Results/expected outputs: • As an active UNICEF Health team member, efficient, timely, responsive, client-friendly and highquality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: Data collection and analysis to support UNICEF's Health programme Evidence-based programme development and planning through timely monitoring and measurement of changes in conditions due to programme or policies in country or conducted with the participation of relevant partners and provided to the Office and national partners to facilitate national planning, and assess the impact of the programmes and policies, and report on the progress being made. Key performance indicators are systematically monitored and data for key indicators of the Health AWP and management reports are collected, analyzed and made available. The monitoring and evaluation capacities of CHWs programme and national partners are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes in liaison with health teams and under direct supervision of health specialist for health system strengthening. Innovation approaches in programme implementation and capacity building proposals, planning and development to support the CHWs management efforts across different health teams. CHWs reporting and needs for supplies, commodities, training and strengthening are well captured, documents, and reported on timely manner.

Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
