Pemba is the capital of Cabo Delgado province in northern Mozambique and the centre of current humanitarian operations for the office. The Mozambique Country Office (MCO) has conducted a costing exercise to determine efficiencies and the cost-effectiveness of using different delivery methodologies to enhance results through the provision of emergency, nexus and peacebuilding programming to internally displaced people (IDPs), returnees and host communities in vulnerable districts of Cabo Delgado.

The outcome of the costing exercise has demonstrated that the establishment of the two hubs in Mocimboa da Praia and Mueda District capital cities will provide the greatest benefit to UNICEF, based on an analysis of direct, indirect, intangible and competitive elements of the cost benefit, including those relating to the utilization of staff time. The establishment of the hubs will strengthen UNICEF’s representation through district-level engagement with the Gov-ernment and our NGO partners, strengthening community acceptance of UNICEF, reinforcing monitoring capacity, early identification of emerging issues and strengthening the coordination of programme im-plementation including emergency responses in Cabo Delgado.
