What we are looking for

Experience in community engagement and project management experience in a humanitarian or recovery context as well as expertise to work collaboratively with technical and operational colleagues within a matrix structure.

In this position you will also need to be a strategic thinker with strong problem solving solving skills and stakeholder management experience.

What you will do

The Community Engagement Program Manager will effectively implement the Haretna portfolio across Lebanon. The Haretna project is a multi-year grant still in its startup phase. The Haretna project relies heavily on Community Engagement methodologies to improve the protection and assistance to displacement affected communities living in urban areas.

In this position you will;

• Lead in the management and implementation of Haretna community engagement project (activities, budget, timeline, and project documentation)in line with proposals, strategies and donor requirements.
• Provide technical direction and incorporate technical inputs from the Consortium’s Technical Reference Groups to maintain high quality community engagement implementation.
• Support the Consortium Manager in contributing to the project strategy development, project reporting and provide input on needs and gaps.
• Lead and line manage staff, this includes the performance management process; setting clear goals aligned to country strategy and priorities, and following up to ensure high staff performance.
• Train and capacity build field teams on Community Engagement modalities. Develop the capacity of leaders, committees, members, and interest groups through training, Focus Group Discussions, and dialogue sessions
• Ensure compliance and adherence to NRC policies, Core Competency tools, handbooks and guidelines and a specific responsibility for Grants Management policies and procedures.
• Facilitate and coordinate formal meetings and dialogue sessions with community representatives, local authorities and stakeholders.
• Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies.
• Record and document good practices, and lessons learned and establish a database in coordination with M&E and the consortium unit to capture community engagement programme performance.

What you will bring

• Minimum 3 years of experience at a senior level project implementation in a humanitarian or recovery context with previous technical Consortium management and community engagement expertise.
• Specific experience and expertise in:
• project management and implementation;
• protection, community outreach/engagement, community capacity building, and/or community-development oriented programming.
• experience with field operations and coordination (e.g. interaction with security, finance, logistics, HR/admin units)
• starting up community-based centres and/or outreach teams and new activities
• team leadership - strong capacity building and ability to train and manage teams;
• strategic approaches to programme development;
• experience in complex environments and with displacement affected people;
• communication, interpersonal capability, cultural awareness and sensitivity.
• Understanding of and commitment to:
• Integrated programming approaches
• Organisational learning, and the role and contribution of MEL to quality management and development.
• Working collaboratively with technical and operational colleagues within a matrix structure, including capacity strengthening.
• Bachelor’s Degree in development, or a related discipline (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.)
• Fluency in English and Arabic, both written and verbal.
• Knowledge of the context in Lebanon

What we offer

• Duty station: Beirut, Lebanon
• Contract: 12 months (Renewable based on performance, available funding and need for the position)
• Travel: 60% - frequent visits to field offices (Tripoli, Beirut + Mount Lebanon, and South Lebanon)
• Salary/benefits: grade 8 on NRC Lebanon's national salary scale, with accompanying terms and conditions
