Organizational Setting

FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict.

Reporting Lines

The Community-based Organization (CBO) Management/Gender Specialist will report to the Assistant FAOR Programme.

Technical Focus

Through the UN Joint Programme “Resilient Livelihoods Development for Women and Youth IDPs in Maguindanao” (UNJP/PHI/075/FPA), FAO, in collaboration with UNFPA, aims to address the eradication of hunger, food insecurity and malnutrition from a gender equality and women’s and youth empowerment perspective. Working with regional and local government partners, the programme aims to improve the overall well-being, food security, nutrition, and health status among women and youth IDPs through equitable access to improved and restored local food security interventions and to reproductive health and protection services during recovery and return.

The Community-based Organization (CBO) Management/Gender Specialist is expected to support the capacity building of community-based organizations (CBOs) particularly on the formation of Community-based Organizations and integrating women’s economic empowerment aspects into the implementation of agricultural livelihoods. In coordination with the National Farming Specialist and the Project Team Leader During the initial three (3) months, the incumbent is expected to deliver the following knowledge products: is expected to deliver the following knowledge products:

• Inception Report • Capacity-building Plan for CBOs with Modules for Phase I • Project Gender Strategy Plan

On the succeeding months of the initial contract, the incumbent will deliver the following knowledge products:

• Modules on Capacity-building for Strengthening CBOs with Modules for Phase II • Quarterly reports on integration of gender aspects in the implementation of projects and activities and on the conduct of Monitoring and Evaluation (M&E) strategies

Tasks and responsibilities

Specifically, the Community-based Organization (CBO) Management/Gender Specialist will undertake the following tasks:

• Develop an Inception Report on the activities related to the engagement as CBO Management/Gender Specialist. • Support women and youth IDPs in the establishment of their CBOs by developing their Vision-Mission-Goals, formulating their Constitution and By-laws and proposing their respective set of officers among the five project areas as part of establishment of 5 CBOs. • Support the conduct of the training workshop on CBO management, financial tools, business planning and other related workshops. • Facilitate the accreditation of the organized CBOs with the LGU and the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR), and where possible to the appropriate BARMM agencies;

• Develop a gender strategy for the project, refining the strategy developed during project preparation as needed, and ensure alignment with the FAO Policy on Gender Equality 2020-2030 and the FAO Regional Gender Strategy and Action Plan 2022-2025; • Ensure that project activities that involve women are carried out at times and locations convenient for them; • Assist other project specialists in organizing community-level training as needed, focusing on women’s leadership and participation and specific training for women on skills needed for the project, making use of SEAGA for emergencies (See http://www.fao.org/docrep/008/y5702e/y5702e00.htm); • Ensure that the project’s M&E system provides sex- and age- disaggregated data and gender-responsive indicators that can be used to measure the progress on gender mainstreaming in project activities. The system should be designed to provide staff, partner NGOs and the community with timely information that can be used to adjust and reformulate the project in the course of implementation, if needed; • Analyze the participation of men and women in the project and their access to and control over the management and resources and propose concrete measures for improvement. This includes assessing types of involvement: decision-making, financial, participation on committees, management, maintenance, and so on; • Carry out any other relevant duties within his/her technical competence as may be requested by FAO

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree (master’s degree preferred) in social sciences, gender and development, rural development or other relevant disciplines • At least five (5) years of relevant experience in gender and development, livelihoods or community organizing and demonstrable experience in development projects in the Philippines and essentially in the Bangsamoro Autonomous Region in Muslim Mindanao • Working knowledge (level C) of English and Tagalog and/or any dialect in Maguindanao is an advantage • National of the Philippines
