Organizational Setting

FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict.

Reporting Lines

The Community-based Organization (CBO) Management/Gender Specialist will report to the Assistant FAOR Programme.

Technical Focus

Through the UN Joint Programme “Resilient Livelihoods Development for Women and Youth IDPs in Maguindanao” (UNJP/PHI/075/FPA), FAO, in collaboration with UNFPA, aims to address the eradication of hunger, food insecurity and malnutrition from a gender equality and women’s and youth empowerment perspective. Working with regional and local government partners, the programme aims to improve the overall well-being, food security, nutrition, and health status among women and youth IDPs through equitable access to improved and restored local food security interventions and to reproductive health and protection services during recovery and return.

The Community-based Organization (CBO) Management/Gender Specialist is expected to support the capacity building of CBOs particularly on the formation of Community-based Organizations and integrating women’s economic empowerment aspects into the implementation of agricultural livelihoods. During the initial three (3) months, the incumbent is expected to deliver the following knowledge products:

• Inception Report • Strategy plan to implement recommendations from the gender analysis of women and men in the project • Progress report on the status of accreditation of CBOs with the Ministry of Labor and Employment (MOLE) • Work plan on strengthening the CBOs

On the succeeding months of the initial contract, the incumbent will deliver the following knowledge products:

• Monthly reports on the status of the CBOs in relation to the integration of gender aspects in the project implementation and in monitoring and evaluation activities. • Report on the conduct of activities in relation to the implementation of the recommendations from the gender analysis of women and men project partners Report on the conduct of activities to strengthen CBOs

Tasks and responsibilities

Specifically, the CBO Management/Gender Specialist will undertake the following tasks:

On Community Based Organization Management

• Develop an Inception Report on the activities related to the engagement as CBO Management/Gender Specialist. • Support the conduct of training workshops relative to strengthening the capacities of the CBOs in terms of management, finance, business planning and other related workshops. • Facilitate the accreditation of the organized CBOs with the LGUs, Ministry of Labor and Employment (MOLE), Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR), and where possible to the appropriate BARMM agencies;

On Gender • Ensure that the recommendations from the gender analysis of women and men in the project are implemented; • Ensure that project activities are carried out at times and locations convenient for women beneficiaries; • Assist other project specialists in organizing community-level training as needed, focusing on women’s leadership and participation and specific training for women on skills needed for the project (incorporating SEAGA for emergencies. See http://www.fao.org/docrep/008/y5702e/y5702e00.htm); • Ensure that the endline study includes an assessment of how the project implementation has contributed to reducing gender inequalities or eliminating gender biases that surfaced in the gender analysis of women and men in the project. • Carry out any other relevant duties within his/her technical competence as may be requested by FAO

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree (master’s degree preferred) in social sciences, gender and development, rural development or other relevant disciplines • At least five (5) years of relevant experience in gender and development, livelihoods or community organizing and demonstrable experience in development projects in the Philippines and essentially in the Bangsamoro Autonomous Region in Muslim Mindanao • Working knowledge (level C) of English and Filipino and/or any dialect in Maguindanao is an advantage • A National of the Philippines

Technical/Functional Skills

• Work experience in more than one location or area of work • Extent and relevance of experience in Community Organizing • Extent and relevance of experience in Gender and Development • Familiarity with Women’s Economic Empowerment • Previous wngagement with the women and youth groups in the BARMM is essential • Excellent written and oral communication skills in English and Filipino • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point).
