This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

This engagement of UN Volunteer will take place under the umbrella of the UNDP Good Governance Sector. Under the direct and overall supervision of the Good Governance Sector Leader, the Communications Specialist will assist the Ministry of Labour and Social Policy of the Federation of Bosnia and Herzegovina in designing and implementing a comprehensive strategic communications strategy to ensure success and sustainability of priority reform processes undertaken by the Ministry and reinforce the efforts of the Ministry to enhance its communication with the beneficiaries, partners and the overall public.

  1. Communication and Advocacy Strategy Development:

• Conduct a thorough desk review of relevant documents and materials related to the Ministry's activities and communication priorities identified by the Minister. • Develop a comprehensive communication and advocacy strategy. • Include a crisis communications plan and establish monitoring and evaluation tools for communication and advocacy efforts. • Formulate branding and visibility guidelines, key messages, and content/media plans tailored for communication with beneficiaries, stakeholders, the public, and mass media. • Ensure the strategy incorporates communication tools targeting vulnerable population groups and emphasizes gender sensitivity.

  1. Communication and Advocacy Plan:

• Create a detailed communication and advocacy plan outlining awareness-raising, advocacy, and communication activities, accompanied by a budget projection. • Present the structure for both the strategy and plan to the Minister and UNDP for final approval.

  1. Website and Social Media Management:

• Manage and regularly update the Ministry's corporate website and social media accounts • Oversee the development and maintenance of engaging and informative content for the Ministry's corporate website, ensuring alignment with communication objectives and target audience interests. • Collaborate with relevant stakeholders to gather content and updates on Ministry activities, policies, and achievements, translating complex information into clear and accessible web content. • Conduct regular audits of the website content to ensure accuracy, relevance, and adherence to branding and messaging guidelines.

  1. Content Development and Multimedia Production:

• Plan communication initiatives around thematic issues and priority reform processes, collaborating with stakeholders and partners. • Offer communications guidance to Ministry staff and assist in organizing and moderating events aligned with the communication strategy. • Identify innovative communication opportunities and platforms to showcase Ministry initiatives effectively. • Develop diverse content, including features, human stories, news items, press releases, thematic blogs, and social media posts in BiH's official languages. • Conceptualize and oversee the production of multimedia assets such as video stories, infographics, photo essays, etc., highlighting Ministry achievements and impactful results. • Design and create print information products, including publications, brochures, fact sheets, and information leaflets, meeting the Ministry's communication needs. • Draft talking points, speeches, and presentations for Ministry officials, ensuring alignment with communication objectives.

  1. Media Monitoring and Engagement:

• Monitor and analyze the public agenda, providing comprehensive daily media coverage reports and identifying opportunities for communication interventions. • Support improved communication with the media and capitalize on media interest in thematic areas through press conferences, interviews, and other activities. • Establish new communication partnerships and media alliances to enhance the visibility and outreach of Ministry activities.

• Demonstrating integrity by modelling UN values and ethical standards. • Promoting the vision, mission, and strategic goals of UNDP. • Ensuring fair and equal access to all, without favoritism. • Fulfilling all obligations related to gender sensitivity and zero tolerance for sexual harassment. • Strong analytical skills in data collection, consolidation, and research for practical application. • Openness and initiative with a goal-oriented mindset. • Effective communication while working in teams and independently. • Good organizational skills and the ability to structure various tasks and responsibilities. • Positive responsiveness to feedback and different viewpoints. • Consistent approach to work with energy and a positive, constructive attitude

communications; • Knowledge of website management platforms and tools, social media analytics, knowledge of text editing, design, and visual/video editing software • Excellent writing and oral communication skills in the official languages of Bosnia and Herzegovina and the English language • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
