South East Asia and Pacific Multi Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries in South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines.

EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines and EAPMCO Cambodia.

Southeast Asia Energy Transition Partnership

The Southeast Asia Energy Transition Partnership (ETP) brings together governments and philanthropies to work with partner countries in the region. We support the transition towards clean energy systems that can ensure economic growth, energy security, and environmental sustainability. Enabling the transition towards greener energy systems will accelerate the achievement of the UN’s Sustainable Development Goals (SDGs) and the Paris Climate Agreement objectives.

ETP Secretariat, incorporated into UNOPS and EAPMCO, will support the Steering Committee (SC) and facilitate the implementation of SC’s decisions. The Secretariat will operate as per defined Terms of Reference approved by the SC. The Secretariat will undertake day-to-day management and operation of the ETP Fund: (1) it launches Calls for Proposal and carries out proposals assessments; (2) it provides assistance and support to implementing partners; (3) facilitates the design, development and implementation of an overall M&E strategy; (4) monitors progress made by each project during the implementation phase.

Functional Responsibilities

UNOPS is seeking an experienced communications and reporting professional to support all communications and reporting related activities for ETP. Under direct supervision of the Fund Director and in coordination with the Senior Fund and Program Managers, and the ETP Secretariat, the incumbent, will play an instrumental role in supporting the attainment of the project delivery and targets by taking a lead role in analysing, and reporting the results of the project. The Communication Senior Officer shall perform, among other things, the following duties and responsibilities:

1. Communications Strategy Development & Implementation - Development and lead execution of ETP’s communications strategy and action plan, covering both internal and external communications; - Develop key messages on ETP programming in the region, including for funders, partners, and local and international media; - Support ETP Management liaise with the participating funders, development partners and donors, other UN agencies and UNOPS communications teams on joint initiatives and messaging. - Conceptualize, develop layout, format and design all promotional materials and activities - Lead efforts to boost ETP’s visibility and awareness including identification of key stories, content, lessons learned, and achievements; - Monitor views and perceptions of the various partners, and audiences of the project and make positioning recommendations based on the information collected. This includes the collection and analysis of website and social media metrics to gauge reach, engagement and other performance measures to inform external visibility and branding strategies and perception surveys for ETP. - Identify best channels for information dissemination by means of popular media/information platforms (webpages of partners, Facebook, Instagram, Twitter, YouTube etc.), printed materials, press releases, articles, video documentaries, etc.; - Manage and provide substantive content for the ETP website, highlighting achievements and other relevant evidence-based information generating through monitoring process; - Ensure or enhance the quality and relevance of country-specific communication materials, activities, processes and messages for sharing with partners; - Ensure a well maintained and continually developed contact list of individuals, groups, organisations and fora (including Government, UN, and bilateral counterparts) for purposes of communication;

2. Reporting - Enhance ETP results, activities, and other communication to ensure messaging and reports are succinct, and fit for various respective audiences - Lead development of catchy, easy to understand and profile reporting on ETP’s project work, results and impacts, including through newsletters, substantive monthly and/or quarterly progress reports, projects briefs, semiannual and annual reports, - Lead continuous improvement of the project reporting templates, in particular with the drafting of internal and external reports within given timeline; - Constantly developing and innovating tools and channels, not limited to written media, Identify catchy methodologies and formats for reporting and documenting findings of ETP’s analytical work, project impact, including operational developments, achievements, constraints, concerns, and request for support, and in the communication of these findings to partners, donors and other stakeholders; - Contribute to preparation of briefs, talking points, key messaging for discussions with partners in key coordination meetings to discuss data, trends analysis and any identified gaps and/or needs observed. - Produce statistics, maps, charts, presentations and other reports as required by the Project. - Support other project reporting activities including drafting text and collating articles, visual assets, statistics, etc. - Develop tools and dashboards in Google Suite enabling reporting and data analysis on ETP activities and results.

3. Production of Communications Products

  • Lead the development, finalisation and dissemination of the appropriate project communications products, including websites, newsletters, news stories, video stories etc., as assigned by the management;
  • Draft press releases, newsletters, and other communication materials related to ongoing ETP activities and projects;
  • Produce fact sheets on specific projects with success stories and key results;
  • Collaborate with mass media, when required, through activities such as organising project site visits, facilitating photo coverage and TV footage and utilising both web-based and traditional media as appropriate;
  • Organise production of the audio-visual content with the selected contractor(s);

    4. Management of online presence, social media and external engagement

  • Lead efforts to improve ETP’s visibility, publicity and outreach activities;

  • Lead constant development of ETP’s online media presence, including its website, LinkedIn, and other social media outlets, ensuring funders and stakeholders satisfaction as well as growing awareness of ETP’s work and relevance;

    5. Event communications and coordination

  • Develop a strategic plan and semi-annual schedules for ETP’s presence at events,
  • Prepare event documentation and materials (e.g. flyers, banners, invitation, list of participants, etc.) and social media content(e.g. tweets, LinkedIn posts); Draft post-event summaries for posting on the ETP website and disseminating with ETP partners.
  • Liaise with all stakeholders and participants, counterparts to enhance ETP’s events,
  • Facilitate online, and where required, in person events hosted by ETP or where ETP is a participant.

Education/Experience/Language requirements

Education

  • Advanced University Degree in communications, journalism, public relations, international development, political science, international relations, or other relevant discipline is required.
  • A first level university degree combined with two additional years of relevant experience will substitute the requirement for an advanced degree

Experience

  • A minimum of 2 years of experience in communications and reporting, media relations, advocacy and/or outreach in international organisations, donor organisation or other relevant fields is required;
  • Experience in producing analytical reports and communications products is required.
  • Experience in drafting and editing communications content, including social media, web stories, newsletters, talking points, and other such material, is required.
  • Communications strategy preparation and implementation, as well as the relevant research, analysis and reporting skills are highly desired.
  • Experience in basic web page design and development is required.
  • Experience in digital and social media, visual communications and storytelling is an advantage.
  • Experience in video/audio production and/or graphic design is an advantage.
  • Experience in stakeholder consultations and stakeholder management is an advantage;

  • Computer literacy in Google Workspace or MS Office applications is required.

  • Experience using communications related software such as Adobe InDesign or similar is preferred.

    Language

  • Full working knowledge (fluency) in spoken and written English is required.
