1. General Background

The United Nations Office for Project Services (UNOPS) helps the United Nations (UN) and its partners provide peace and security, humanitarian, and development solutions. UNOPS services cover infrastructure, project management, procurement, financial management and human resources. UNOPS in Ukraine provides a broad spectrum of services to the Government and the people of Ukraine with a portfolio of projects in the areas of rule of law, environment, energy efficiency, crisis recovery, good governance, human resources management, procurement, and logistics.

The Support for Rule of Law Reforms in Ukraine – PRAVO Police is a programme funded by the European Union that has been designed to support the creation of an efficient law-enforcement system respectful of human rights in support of the people of Ukraine, through the provision of necessary support to the National Police, the State Bureau of Investigation, the Office of the Prosecutor General and other Ukrainian authorities in charge of civilian law enforcement.

2. Purpose and Scope of Assignment

Under the direct operational supervision and guidance of the Programme Manager, and in close collaboration with other personnel, the Communications Senior Officer will be responsible for the efficient and effective management of communication activities of UNOPS in Ukraine with a focus on PRAVO Police programme. He/she will play a lead role in the design, implementation, monitoring, and evaluation of communication activities, while ensuring full compliance with donors’ visibility requirements and guidelines, with the objective to raise awareness of target audiences about activities, results and impact of the projects UNOPS implements with its partners in Ukraine. Additionally, s/he will be expected to work closely and coordinate activities and visibility requirements with Ccommunications Officers of the European Union, beneficiaries, and other international organizations, as required.

Functional Responsibilities

The Communications Senior Officer will undertake the following activities/responsibilities:

Stakeholder Management:

  • Establish and cultivate relationship with counterparts in relevant ministries, law-enforcement and other governmental bodies in Ukraine, local self-governments, development organisations and programmes and other key stakeholders
  • Establish and cultivate relationship with relevant counterparts in other UNOPS implemented Projects and Programmes
  • Establish and cultivate partnerships with the key national, regional and local media
  • Play a leading role in collating and developing external reports used to inform donor and the key stakeholders of the projects’ interventions and key developments in the Area of Responsibility
  • Contribute to presenting UNOPS and PRAVO Police programme to key stakeholders, as per agreement with the Supervisor

Delivery and Performance:

  • Take the lead and support the development, implementation, and evaluation of the UNOPS and PRAVO Police Communication Strategies and Plans that will identify the purpose, objectives, means, channels and resources, goals, opportunities, and tools for the promotion of the projects’ actions
  • Lead in the development and manage implementation of the Internal and External Communications Plans
  • Manage activities related to the visibility and publicity of the UNOPS and PRAVO Police initiatives
  • Manage and supervise the organisation of the UNOPS, PRAVO Police and partners’ events, equipment handover ceremonies, conferences, field visits and other similar functions
  • Provide communications support to projects in order to promote their activities, results and impact
  • Manage cooperation with media and provision of information on the UNOPS and PRAVO Police’ activities
  • Identify, develop, and manage media partnership projects
  • Ensure daily monitoring and ad-hoc qualitative and quantitative analysis of the UNOPS and PRAVO Police media coverage, with particular focus on reputational aspects
  • Provide inputs for the UNOPS internal and external communications platforms, to ensure timely updates and present UNOPS and PRAVO Police achievements
  • Supervise the designers work on visibility/promotional material in accordance with the approved Communication and Visibility Plans and EUDEL’s and other donors’ and partners’ visibility requirements
  • Manage organisation of the handover ceremonies, press conferences/public events to raise awareness of the UNOPS and PRAVO Police programme
  • Provide communication support for organisation of trainings, workshops and other events
  • Prepare Terms of Reference for communications and other relevant consultants needed for the UNOPS and PRAVO Police programme
  • Manage and oversee communications consultants and service providers
  • Supervise and manage preparation of tenders for the publicity material (including print, graphics, web, audio and video)
  • Manage the quality of implemented activities and ensure products are accepted
  • Ensure that quality and corporate standards are incorporated in the communications products and practices, taking care that the UN values, good governance and gender equality principles are respected throughout the processes.

Procedures:

  • With support from the Programme Manager, ensure respect of communications requirements
  • With support from the Head of Support Services and the Procurement Officer, ensure respect of UNOPS’ procurement procedures
  • In cooperation with the Programme Manager and Project Managers and with support from the Head of Support Services and the Finance Officer, ensure efficient and effective management of the communications budget and that all expenditure complies with UNOPS Financial Rules and Regulations (FRR)
  • Contribute to development, update and implementation of UNOPS and PRAVO Police plans
  • With support of the Head of Programme, contribute to identification and assessment of risks and implement mitigation measures in accordance with the Risk Management Strategy
  • Contribute to the UNOPS and PRAVO Police planning activities and ensure timely delivery of approved work, procurement, and financial plans for the communications activities
  • Provide accurate and high quality inputs to UNOPS and PRAVO Police documents, reports and papers
  • Provide accurate and quality inputs needed for monitoring of the projects’ performance, outputs and benefits as required by the Programme Manager.
  • Ensure respect of UNOPS and projects’ configuration management requirements

Knowledge Management:

  • Participate in the UNOPS’ Communities of Practice
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies
  • Contribute to identification and sharing of the UNOPS Ukraine lessons learned and the best practices

Personnel Management:

  • Manage, lead, and motivate the communications personnel and ensure they respect professional standards of conduct
  • Ensure good quality conduct of full performance evaluation cycle, completion of mandatory courses and encourage personnel continuous learning and development
  • Closely monitor and assess the performance of external consultants

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

  • The UNOPS Ukraine and PRAVO Police external and internal communications strategies are successfully implemented with at least 80% of activities set in the plan completed
  • Evaluation of communications efforts confirm that the key stakeholders are aware and understand the Programme activities, results and impacts
  • The key communication actions are developed in consultations with the Programme Manager. The UNOPS Ukraine and PRAVO Police partner feedback regarding communication and visibility activities is predominantly positive
  • At least 80% of targets deriving from the communication plans are fulfilled
  • Stakeholder Analysis conducted at least twice a year in a participatory manner, including programme personnel.
  • Feedback from the projects about support from the Communications Officer is predominantly positive
  • Evaluation of communication activities indicate the key stakeholders and beneficiaries are aware of the UNOPS Ukraine and PRAVO Police activities and results.
  • Communications input to the UNOPS Ukraine and PRAVO Police documents, reports and analyses are timely and of good quality, as confirmed by the Programme Manager
  • Reports from meetings produced within two working days.

Education/Experience/Language requirements

Education

  • Master’s degree preferably in communications, journalism, public relations, international relations or a related field is required
  • A relevant Bachelor degree in combination with two years of relevant professional experience would be accepted in lieu of Master degree

Work Experience

  • Minimum 2 years of post-master's or 4 years of post-bachelor's degree of relevant work experience in communications, public relations, media or journalism is required
  • Experience with international organisations is desirable but not mandatory

Language Requirements

  • Fluency in Ukrainian and English is required
