OBJECTIVES OF THE PROGRAMME

The Division of the Regional Director (RDD) provides the visionary leadership and,together with BOS, supports the Country Offices and all the other Divisions in the efficient delivery of the EPW through agile transformation and implementingWHO Value Charter. RDD has the overall responsibility for the planning,execution and evaluation of WHO programmes at the regional and country levelsand in strengthening the alignment and joint work across the three levels ofthe organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the European Region, in addition to organization development, staff development andlearning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union, the EURO Ombudsmanwho reports directly and independently to the Regional Director, and the committee on staff health and wellbeing.

The Communications, Identity andPublications (COM) unit will support the Regional Director and the workof the Regional Office by strategically leading, coordinating and overseeing the communications activities within the Regional Office and by generating visibility for RD's public interventions. It will be responsible for the planning and coordination of all communications, media relations and publications, for capacity building in communications across the office, for guiding and coordinating the divisional and Country Office communications work,for internal communications (in collaboration with RDO organization development), EPW branding and identity, for liaising and contributing to risk communications, and for providing strategic communications advice to senior management, EURO Divisions, Country Offices, GDOs, networks and partners on communication issues. The Unit also ensures the implementation of the communication strategy and its implementation and monitoring. As part of providing and maintaining the various communications platforms, it is responsible for the development,functioning and sustainability of the EURO web site, the EURO intranet and various social media channels.

DESCRIPTION OF DUTIES

To be responsible for the day-to-day activities inthe area of internal communications in WHO/EURO, including the EURO Intranet.

Key duties:

Develops style, standards and SOPs under the guidance of the Communications Manager and monitors their compliance;

Monitors intranet web analytics and uses the results to make informed adjustments to the Intranet as necessary;

Liaises with Divisions, units, and Country Offices to develop and build intranet sub-sites; suggests changes and alternative presentation methods to continually improve sub-sites; conducts regular quality checks of sub-sites with appropriate staff in divisions, units or Country Offices and regularly scans sites for errors orproblems and resolves them.

Trains content providers on using the Content Management System.

Intranet and other internal communications channels, including the creation of accompanying multimedia:

Writes and publishes approved items for the Intranet and other internal communications channels, including the creation of accompanying multimedia (video, podcast,internal social media, etc.)

Suggests changes and alternative communication channels to continually improve internalcommunications;

Ensures information products remain timely and up-to-date;

Liaises with Headquarters and other WHO Major Offices on a day-to-day basis for internal communications items of common interest and participates in the WHO Global Internal Communications Network.

Employee engagement and communications capacity building:

The incumbent conducts basic communications skills training for staff. Suggests ideas and changes to improve horizontal peer-to-peer communications. Liaises with the Organization Development unit to support internal town halls, staff meetings and similar activities. Liaises with the strategic. risk and crisis communications staff to provide WHO staff with talking points on WHO topics in the media. Systematically obtains employee opinions on a regular basis.

Backup and support to other communication functions, at the request of the Communications Manager. This includes contributing to corporate high-level events and high-profile meetings beyond the remit of internal communication tasks.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in Communications, Media Studies or in cultural or business anthropology or other related field. Desirable: University degree (Master's level) in any of the above fields.

Experience

Essential: At least 2 years of professional experience in internal communications with a focus on web-content management. Desirable: Experience within WHO or the United Nations in delivering communications trainings.

Skills

Demonstrated ability toresearch and write news articles for different media, understanding thedifferences in style for each medium;Demonstrated ability toresearch and write in-depth features about staff and the unique work doesacross the Organization.Demonstratedproficiency with Web Content Management Systems; Proficiency with the AdobeCC Suite would be an asset.Demonstratedpresentation skills. Emotional intelligence: Ability to identifyand manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2713 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
