Org. Setting and Reporting The position is located in the Communications and Results Reporting Section (CRRS) of the United Nations Development Coordination Office (DCO) in New York. In its resolution A/RES/72/279 (https://undocs.org/A/RES/72/279), the United Nations General Assembly endorsed the transformation of DCO as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the Resident Coordinator System (RCS) under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The incumbent reports to a Communications Officer in charge of digital strategy and is under the overall supervision of the Chief of CRRS.

Responsibilities Within delegated authority, the Communications Officer may be responsible for the following duties: - Ensures implementation of social media programmes to publicize priority issues and/or major events for the RCS and UNSDG, to include drafting social media strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome, including through analytics. - Contribute to maintaining an inventory of official RC and UN country team social media accounts, including providing support to the verification of these accounts as per the Secretary-General’s bulletin on the institutional use of social media. - Develop and conduct learning programmes on social media for senior officials and/or social media focal points across the RCS, managing virtual communities of practice established to facilitate learning activities. - Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses, including for social media. - Monitors and advises on crisis communications through strategic use of social media at the global and country settings. - Undertakes activities to promote event coverage (e.g., report launches, press conferences, interviews, press seminars and other special activities such as social media live/streaming events) of priority issues and/or major events. - Produces or oversees production of multimedia content for social media dissemination, including videos, animated GIFs and others, boosting digital accessibility. - Serve as global administrator of UNCT social media accounts, aligned to the Department of Global Communications social media standards. - Initiates and sustains professional relationships with key constituencies within at outside the UN, both at Headquarters and in the field. - Acts as focal point on specific issues related to social media for the RCS and the UNSDG, monitoring and reporting on developments, responding to inquiries, providing support and guidance to senior UN officials in the RCS, etc. - Participates in selecting the information transmitted to key constituencies, including the curation and moderation of knowledge platforms, communities of practice, wikis, etc. - Provides guidance to, and may supervise, more junior staff. - Perform other related duties, as required.

Work implies frequent interaction with the following: Senior Public Information Officers and other communications and/or public information specialists, and managers throughout the UN and in other UN organizations and missions, particularly those working on social media issues. Translators, designers, printers. Bureau Chiefs, editors, journalists for international news media, counterparts and mid-level officials in government, non-governmental organizations, businesses, academia and other areas of civil society.

Results Expected: Develops a social media strategy, manages the UNSDG social media accounts, tracks and monitors the RC and UNCT social media accounts, tracking performance with data/analytics. Plans, manages, and evaluates public communications campaigns that promote public understanding and media cover of UN activities, events and views on specific topics/issues in accordance with prevailing policy and practices, to effectively position the impact of the development reform on the work of the RCS and UNSDG on the ground. Originates communications products that most effectively convey desired information/message to targeted audience(s), particularly across social media platforms. Builds and facilitates strategic contacts and partnerships to ensure effective public communications, including in a country context.

Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, marketing, public information or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in communication, marketing, journalism, international relations, public information or related area is required.

Experience providing strategic guidance on effective social media engagement to senior officials in the field, including during crisis situations is required.

Experience formulating digital strategy and policy documents on the institutional use of social media in a local and multilingual context is required.

Experience organizing learning programmes on social media issues and managing on-line communities of practice to facilitate learning is desirable.

Experience working on issues related to inter-agency or inter-organizational collaboration in the development sector is desirable.

Languages Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is available for an initial period of one year. Extension of appointment is subject to the availability of funds.
