ORGANIZATIONAL CONTEXT

The United Nations World Food Programme is a solution provider in the challenge to end hunger and malnutrition and focuses on reaching the most food insecure, and the malnourished all over the world.

WFP’s dual mandate allows it to use a development lens in its humanitarian responses, and to align early recovery and development interventions accordingly. In Mozambique, WFP has a five-year Country Strategic Plan (2017-2021), which aims to strengthen resilience, emergency preparedness and response while continuing to address the underlying causes of hunger in the country. WFP has collaborative relationships with host governments, donor governments, NGOs, the private sector, the United Nations system, international finance institutions, international and regional organizations, academia and think tanks. WFP adopts a partnering approach with the children, women and men its serves, the governments that sit on its governing bodies and the media. WFP has significantly expanded its operations over the last few years. The scale up of operations was due to two major tropical cyclones and a long drought that occurred in Mozambique in 2019. In 2020, the COVID-19 pandemic and the escalation of violence and insecurity in northern Mozambique, brought new challenges to WFP Mozambique. In response to the displacement crisis in the north, WFP increased the scale of its operations to respond to the increasing food and nutritional needs of IDPs and established the United Nations Humanitarian Air Services (UNHAS). As of March 2021, WFP has maintained the corporate Level 2 emergency category for Mozambique.

JOB PURPOSE

WFP Mozambique External Relations unit aims at enhancing public awareness and understanding of WFP’s work in Mozambique. It aims to improve brand recognition through a variety of communication avenues to appeal to as wide an audience as possible. The Unit’s work extends to include WFP’s programme work and partnerships with donors. In this regard, the Unit’s work spreads over a spectrum of tasks which include creating creative content, media engagement, developing stories, writing and editing external documents. For this purpose, WFP Mozambique is seeking a National Communications Officer. The candidate must have a creative eye for a story and understanding of the audience.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum 3 years of professional experience in journalism, communications or Public Relations Language: Fluency (level C) in English and Portuguese languages. Knowledge of another UN language is desirable.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the team in developing and implementing a communications work plan in order to maintain and enhance the visibility and reputation of WFP.
  2. Support creative content development for external relations, power point presentations, media releases and social media relations.
  3. Draft press releases, media briefs, talking points and speeches.
  4. Generate high quality written content, including op-eds and human-interest stories covering a breadth of WFP work in Mozambique
  5. Support the team in planning, managing and evaluating communications campaigns and events that impact the views of the public, opinion leaders and donors.
  6. Organize and conduct field visits to gather strong and relevant content from WFP’s programmes, in collaboration with the Programme Unit and Field Office.
  7. Coordinate missions and accompany international and national media outlets to the field.
  8. Provide support in developing and implementing a social media plan which leverages content, platforms, networks and partners to enhance coverage and support of WFP’s activities.
  9. Produce social media content.

OTHER KEY ACCOUNTABILITIES

  1. Prepare communications products, including content such as text, presentations, data visualization, infographics, graphic design, photos, videos and audio for use across a range of platforms.
  2. Monitor and analyze traditional and social media to inform the development and/or evaluation of communication activities and strategies.
  3. Help maintain a contact list of journalists and media outlets and support the flow of news/information about WFP’s work to the media in order to support regular and appropriate communications.
  4. Manage the unit’s knowledge management and inventory of content and communications materials
  5. Perform other tasks as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Passionate, creative content developer, versatile writer with proven publishing record of human-interest stories with experience in writing speeches, media briefs, talking points, scripts and social media posts.
  • Proven experience in utilising specialist communications techniques and technologies to develop multi-media assets.
  • Work experience in journalism, marketing and branding is a plus
  • Experience in producing social media content, videos, presentations and data visualisation.
  • Willingness to travel in Mozambique

Facilitates open verbal or written communication with media and influencers as required (i.e. through preparation of tailored written or visual materials presentations, and official documentation) to convey tailored messages. Engages in mutually informative discussion with media and influencers.

Uses sound theoretical knowledge of communications concepts to generate or facilitate the generation of effective communication materials across various media. Applies this to define work plans aligned to identified areas of WFP’s communications strategy.

Demonstrates deep understanding of the multilateral/interagency environment and the dynamics in which WFP operates which influences approach to working, policy development and decision making.

Applies advanced understanding of WFP communications strategy and best practice to effectively develop strategies to engage with media and other significant external stakeholders within area of responsibility. Oversees implementation, providing recommendations for improvement.
