STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Laws, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

LANGUAGE REQUIREMENT: Working knowledge (proficiency level C) of English is required

ORGANIZATIONAL CONTEXT

WFP has been present in Timor-Leste since 1999. WFP Timor Leste’s upcoming CSP (2023-2025) is focused on strengthening national programs such as Bolsa de Mae, Cadeia de Valor and Merenda Escolar, enhancing resilience to shocks and improving the food security and nutrition status of people (especially women and children).

We are currently seeking a International Consultant to fill the position of Communications Officer, at the CST 2 level, with our Communications and Reporting team based in Dili, to support the Country Office through effective and meaningful communication work.

The Communications Officer reports to the Country Director.

JOB PURPOSE

To develop, plan and implement communications activities that support the overall communications strategy and WFP objectives.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Develop plan and implement the country office in communication strategy design and activities
  • Generate and define the creative ways to help raise WFP’s profile and communication its mandate.
  • Oversee the Country Officer’s communications and reporting team’s work, including campaigns, influencer outreach, and performance monitoring/reporting.
  • Monitor government, partner, print, broadcast and social media, compile regular updates on noteworthy developments that are relevant to WFP.
  • Build capacity of WFP staff on all aspects of external relations communication, providing advice, guidance and training to ensure consistent, quality communications activities that deliver the desired impact
  • Other as required

  • Increased WFP recognition among the public, partners and the host government
  • Quality communication products that effectively convey WFP messages
  • Increased capacity among WFP communication and reporting staff
  • Enhanced engagement with key partners.

ESSENTIAL EXPERIENCES FOR ENTRY INTO THE ROLE

  • 5 to 10 years of relevant working experience in communications or other related fields.
  • Has provided donor briefs and resourcing suggestions to senior managers to strategically allocate material and other appropriate resources.
  • Excellent oral and written communication skills a must.

  • Good interpersonal skills and professional work ethic.

  • Behavioural competencies: leads by example with integrity, drives results and delivers on commitments, fosters inclusive and collaborative teamwork, applies strategic thinking, builds and maintains sustainable partnerships

To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:

  • Familiarity of Timor Leste, including its cultures, languages, geopolitics.
