BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the supervision of Country Director, with functional supervision from the Regional Communications Officer, the Communications Officer consultant is responsible to ensure that the Ukraine communications activities serve WFP needs in the Country Office, taking into consideration the overall regional communications plan and WFP's corporate communications goals. The Communications Officer consultant will implement the communications plan by supporting and delivering a range of communications activities, providing research and analysis, and prioritizing effectively.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Design and Implement country specific communication work plans designed to maintain and enhance the visibility and reputation of WFP in the Ukraine emergency, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
  • Develops coherent messaging on WFP’s response in Ukraine and ensure consistent use of it among relevant staff and stakeholders in collaboration with the Regional Bureau Communications team in Cairo and the Communications division team members in Rome.
  • Maintain and organize up-to-date internal and external information on WFP Ukraine's programmatic activities to be able to produce relevant communications at all times.
  • Contribute to communications through good research, analysis of assigned area of work and timely preparation and distribution of information products to target audience(s).
  • Facilitates and coordinates information requests and media coverage of activities as required
  • Serve as a media spokesperson when required.
  • Manages the preparation and updates of communications products such as: monthly newsletters, social media, multi-media products and other publications, fact sheets, articles, studies and reports
  • Creates content for press releases, online articles, prepare and publish newsletters and other literature.
  • Maintain a contact list of journalists and media outlets and support the flow of news/information about WFP’s work to the media, in order to support regular and appropriate communications.
  • Support the social media plan by developing social media content, and utilizing platforms, networks and partners to enhance coverage and support of WFP’s activities.
  • Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fund-raising activities, ensuring consistency with corporate messages. Support the organization of donor relations activities, including field missions, donor visibility activities, etc.
  • Monitor and analyses traditional and social media to inform the development and/or evaluation of communication activities and strategies.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  • Support capacity building of WFP staff on all aspects of communication, provides advice and guidance within area and level of expertise, to ensure that all activities meet desired standards of consistency, quality and impact. For example, the design and review of training materials.
  • Contribute to the development of speeches, presentations and other advocacy and communication materials when needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Communications, Journalism, or other related fields, or Undergraduate degree with additional years of related work experience and/or trainings/courses.

Experience: At least 4 years of professional experience in communication, media, journalism, public information, or similar disciplines.

Knowledge & skills:

Timeliness: Ability to successfully manage multiple tasks within given time constraints often with short deadlines.

Communication skill: Ability to interact effectively with others at all levels within and outside the organization.

Languages: Fluency in oral and written in English. An intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is a plus.

Position: Communications Officer

Type of contract: CST 1 or 2 (depending on candidate's relevant work experience as determined by WFP)

Duty station: Kyiv, Ukraine.

Unit/division: CAM

Duration: 11 months
