The Strengthening Institutional and Economic Resilience in Yemen (SIERY) project has been designed to buttress the resilience of local governance systems in Yemen to reinforce the resilience and recovery of conflict-affected communities. The project is based on the assessment that in a context of protracted conflict and massive population movements across the country (disproportionately affecting women, children and youth), that the resilience of local populations cannot depend solely upon self-help or on foreign aid. It is also necessary that local authorities are able to more effectively fulfil their mission in terms of: (a) core functions,(b) basic service delivery, (c) emerging needs such as conflict resolution, humanitarian aid, disaster management, internally displaced people and (d) economic recovery. Despite a precarious situation, local authorities in Yemen have proven remarkably resilient in the face of the prolonged effects of the conflict. Further deterioration will have serious implications for the sustainability of aid and recovery and the viability of any future political settlement and transition. And the growing local governance system gaps in capacities, resources, and outcomes across the country create severe institutional and economic resilience instabilities that threaten to perpetuate the conflict.

The UNV Communications Officer will work under the direct supervision of the UNDP Chief Technical Advisor/Project Manager and in close coordination with the National Coordinators for Institutional and Economic Resilience and the SO Communication Analyst. His/her main tasks will be: - Collaborate with project management and team to develop and implement an effective communications strategy and plans based on target audiences; - Identify and produce communications products that explain the issues and achievements of SIERY, including but not limited to, researching and creating success stories, blog posts, opeds, infographics and multimedia content - Design and develop key Project narratives and messages (‘branding’) - Handle procurement and deployment of local and international consultants to produce photos, videos, animations and other communications products, including identifying stories, researching background information and handling trip logistics - Plan and manage the communications calendar to ensure regular coverage of SIERY activities, events and achievements - Support to project staff to help them collect photographs, quotes, background information and other elements required to produce communications materials showcasing the work of UNDP - Work with the implementing partners/responsible parties to gather information and visual assets from remote areas and prepare impact and human-interest stories in written and video formats - Further develop communication/branding/visibility formats for Responsible Parties and ensure compliance - Promote project’s achievements through appropriate social channels and material formats - Write, edit, and distribute content, including publications, press releases, website content, annual reports, blogs, social media posts, fact sheets, graphics, and other visibility materials that communicate the project's activities, products and/or services - Seek opportunities to enhance the reputation of UNDP and its SIERY project, and coordinate publicity events as required - Maintain records of media coverage and, in coordination with the Social Media Officer, collate analytics, metrics and insights about the project from UNDP’s social media platforms - Maintain digital media archives including photos and videos both on hard drives and online - Collaborate effectively with the SO Communications Analyst to achieve the SIERY project and SO Communications Strategies and Plans when needed

-Very good drafting skills in English and Arabic. - Excellent photography and videography skills. - Knowledge of video editing software (Premiere / Rush). - Knowledge of photo-editing software (Photoshop / Illustrator). - Ability to think strategically and identify ways to improve communications efforts. - Excellent verbal, written, and interpersonal skills. - Proficiency in design and publishing software. - Good time management and organizational skills. - Proficient in Microsoft Office, content management systems, and social media platforms.

UN personnel in Yemen operate in a volatile security environment. In Aden, personnel work in secured compound with limited access outside of the city, which usually can only be done with stringent clearances and depending on the destination, a military escort. Aden is a non-family duty station and is classified as security risk moderate. UN personnel in Aden live in Minimum Operational Security Standards (MOSS) compliant residences outside of the UN compound. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
