Org. Setting and Reporting

This position is located in the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO), based in Goma. The incumbent leads the Multimedia and Content Production on prevention of Sexual Exploitation and Abuse and reports to the Chief Conduct and Discipline Team within MONUSCO.

Responsibilities

The Communication Officer may be responsible for the following duties: 1. In coordination with the Strategic Communication and Public Information Division Drafts MONUSCO strategic communication policy on SEA. a) Prepares or oversees the development of multimedia content across multiple platforms ensuring accurate and consistent messaging, branding, and alignment with MONUSCO Strategic the communications strategy. b) Oversees the preparation of a diverse range of communication products in support of CDT activities on SEA and other types of misconduct. Coordinates with departments, funds, and agencies through the PSEA Taskforce to develop ways to implement social media campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products. c) Drafts material for press releases, key messages Q&As, talking points, digital content, CDT newsletters reports, and posters; edits materials prepared by other colleagues. d) Supervises the production of multimedia products, including video reports and creative visuals with key messages to prevent SEA. 2. Conceptualizes, manages, implements, and evaluates communications strategies and activities: a) Based on the Mission strategic communication on SEA, responsible for updating and executing a strategy for publications, web, and digital media, including social media, community outreach, and/or podcasts, with the objective of promoting awareness, understanding, support, and respect for the Mission's efforts to combat SEA b) Reports to Mission leadership, UNHQ on communications activities, developments, trends, and attitudes regarding the UN; and coordinates and shares public information activities and guidance with other sections of the Public Information Unit and leadership when appropriate. c) Provide advice and expertise to Chief CDT and other colleagues f on a range of public affairs issues, methods, and approaches. d) and digital producers/editors with detailed advice on story ideas, video shoots, treatment, and guidelines before coverage. e) Identifies and seeks new opportunities for advancing the Mission, anticipates and resolves communications/public relations issues/problems. f) Oversees statistical analysis of social media monitoring, social media, and web usage and adapts editorial and outreach priorities accordingly. 3. Strengthens partnerships a) Fluency in digital communication with a strong understanding of social media and keeps abreast of changing developments, trends, and technologies. b) Arranges interview and/or background briefings with senior Mission officials for video explainers and messages on SEA. c) Sets up regular system of social media guidance and monitoring and develops contact list of Community Complaint Based Network and successful process of communicating and maintaining regular contact and close collaboration. d) Responds in a timely fashion to disinformation that could impact negatively on the public perception of the Mission and/or the Mission’s leadership, etc. 4. Develops partnerships and represents the Chief CDT in meetings/conferences, speaking engagements. a. Develops outreach initiatives to raise visibility of the mission’s efforts to combat SEA. by organizing and/or participating in seminars, lectures, conferences, and public events. b. In consultation with the supervisor, develops strategic partnerships with key constituencies to elicit support for and maximize the impact of public information objectives. 5. Build communication capacity and team management. a) Manages the day-to-day operation of the CDT’s multimedia including participating in the coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions., b) Provides clear directions that are translated from organizational strategy. Encourages others to pursue development opportunities and creates genuine learning opportunities for them. c) In close coordination with the Chief, manages and supervises public information and consultants to achieve the outputs and quality assurance of all activities; establishing work plans, required resources, priorities, timelines, and performance benchmarks. Monitors progress and takes timely action and/or decisions to ensure objectives are met. d) Participates in recruitment, supervision, and evaluation of staff as appropriate. e) Other related duties that may be assigned.

Education

An advanced university degree (master’s degree or equivalent) in communication, journalism, international relations, public administration, or related field is required. A first-level university degree, combined with qualifying experience, may be accepted in lieu of an advanced university degree.

Work Experience

At least seven (7) years of progressively responsible experience in public information, journalism, international relations, public administration, or related areas is required. At least three (3) years of experience in producing multimedia content is required. At least two (2) years of experience in managing a multi-cultural team is required. Experience working in the United Nations Common System or other international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required, and strong knowledge of French is required.
