OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The WHO European Centre for Primary Care in Almaty, Kazakhstan is a European reference point on primary health care led health system policies with a focus on demonstrated country impact. Building on the legacy of the Alma-Ata and Astana Declarations, the Center focuses on developing pragmatic and actionable policy recommendations to strengthen primary health care using a multi-disciplinary approach. The Center contributes to all three pillars of the EPW and each of its four flagships. It aims to inspire action at country level to move towards UHC by producing and disseminating state-of-the art evidence on effective models of primary health care within an overall integrated health systems approach. The Center contributes to strengthening the role of primary health care in health emergencies including in the continued COVID-19 pandemic. Finally, it contributes to better health and well-being by strengthening primary health care to address upstream determinants of health through greater integration with public health services, and through stronger links to mental health, long-term care, social services.

DESCRIPTION OF DUTIES

Communications Officer on Primary Health Care (PHC) for Universal Health Coverage (UHC) - responsible for sourcing, developing and maintaining high-quality, relevant time-sensitive content on primary health care for multiple WHO/Europe communications channels and platforms. The incumbent also coordinates communications on primary health care with the in-house network of social media focal points and policy advisors, in particular in countries of the Universal Health Coverage Partnership. 1) News development on PHC for UHC: The incumbent sources, develops and writes high-quality, relevant time-sensitive content for multiple WHO/Europe communications channels and social media platforms on PHC for UHC.

Key tasks include:

  • gather intelligence from multiple internal and external sources for possible news products about the Center's work on PHC for UHC, its key products and its country work prioritizing the countries of the UHC Partnership;
  • sourcing, writing and developing human impact stories highlighting the work of PHC workers and patients accessing PHC services;
  • develop a monthly communications and social media calendar aligned with the Center's work program;
  • research, develop and write time-sensitive communications products and social media posts with related visual elements (text photos, links, videos, etc.);
  • maintain relations with media and find opportunities for visibility;
  • track the approval, editing, translation and posting process for news, social media and other time-sensitive communications products.

2) Communication strategies for key public facing events including the pre-RC73Conference on PHC: The incumbent is responsible for development of a communication strategy for key public facing events including the pre-RC73Regional Conference on PHC.

3) Social media coordination & monitoring: The incumbent is responsible for strengthening in-house capacity in social media, as well as developing and regularly posting relevant content for WHO/Europe's social media platforms on PHC and UHC.

Key tasks include:

  • organizing and running live social media events including the organization and monitoring of the online talk show series of the Center “Let's Talk Primary Health Care”;
  • developing and posting new social media content including graphics/ visuals;
  • adapting existing communications products to social media platforms and posting; producing social media toolkits for strategic campaigns/activities/events and disseminating among partners;
  • coordinating WHO/Europe's sub-accounts, providing content and guidance on messaging; maintaining effective relations with key social media partners through the organization of joint events/ content development and systematic sharing of content;

4) Coordinate publication processes on PHC for UHC The incumbent is responsible for coordinating the publication process for written products of the Center on PHC for UHC including country vignettes, and policy papers.

5) Analytics and reporting: The incumbent develops criteria and benchmarks for social media analytics and produces regular social media analytics reports, offering recommendations and adjusted ways of working based on the findings.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in linguistics, journalism, communications or related social science. Desirable: Master's degree in any of the above, or public health or international relations qualifications.

Experience

Essential: At least two years of experience in communication and international relations. Writing/journalistic and publication experience. Event design and stage management experience. Experience coordinating multilingual communication activities and campaigns. Desirable: Relevant experience with WHO or other international organizations with focus on public health.

Skills

Demonstrated knowledge of communication strategies and methods. Skills in design of visual identify for publications and events. Proficient knowledge of social media platforms, including Twitter, Facebook and Instagram. Emotional intelligence: Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1050 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
