Background Information - Job-specific

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has a Centre for Humanitarian Data in The Hague, the Netherlands which is focused on increasing the use and impact of data in the humanitarian sector. The vision is to create a future where everyone involved in a humanitarian emergency has access to the data they need, when and how they need it, to make responsible and informed decisions.

The Centre focuses on four areas: data services, data responsibility, data literacy, and predictive analytics. The data services workstream focuses on the management of the Humanitarian Data Exchange (HDX) platform, the development and use of the Humanitarian Exchange Language (HXL) data standard, and support to the International Aid Transparency Initiative. The data responsibility worksteam focuses on the development and adoption of data responsibility guidelines and different techniques for the secure management of data, both within OCHA and the broader humanitarian system. The data literacy workstream focuses on improving the data skills of technical and non-technical humanitarians through the delivery of training programmes and development of capacity-building material. The predictive analytics workstream focuses on model development, including threshold and trigger design, and quality assurance of partner models through validation and a peer review process.

The Centre is seeking a Communications Manager to develop a range of material to help promote the Centre and its service offerings to a global community. To do this effectively requires the use of accessible and direct language and creative approaches to explaining complex issues that touch on data, technology, design and humanitarian action. We are looking for a candidate who is self-motivated and can thrive in an international, multidisciplinary team. The right candidate has the skills to understand the requirements of diverse audiences, to write clearly, and to think strategically about the Centre’s reach and impact.

Reporting Relationships The Communications Manager will report to the Lead for the Centre for Humanitarian Data who is based in The Hague. She or he will be expected to work closely with the rest of the Centre team.

Functional Responsibilities

The consultant will be responsible for the following:

  • Write and edit material to explain and promote the Centre for Humanitarian Data to key audiences. This may include one-pagers, reports, guidance notes, impact stories, blogs and brochures.
  • Maintain the Centre’s mailing lists for its newsletter, events and to promote the work of the four workstreams.
  • Maintain the Centre website (centre.humdata.org) by posting new content and reviewing older stories and pages to ensure material remains relevant and links or images are updated.
  • Manage the Centre’s social media engagement through the @humdata Twitter handle and provide advice on best practices for reaching new audiences.
  • Develop slideshows and visual material to support the participation of Centre personnel at events and workshops.
  • Provide branding advice for the Centre and its main product, the Humanitarian Data Exchange, and their relationship to OCHA and the UN.
  • Participate in team meetings and in partner forums as required.

Education/Experience/Language requirements

Education**

  • An advanced university degree (Master’s or equivalent) in International Affairs, Political Science, Communications, Marketing, Journalism, English Literature or other related field is required.
  • A Bachelor's degree with additional two years of relevant experience may be accepted in lieu of an advanced university degree.

Work Experience

  • Five (5) years of progressively responsible experience with communications/research, including processing large amounts of information and synthesizing it.

Desired Experience- Experience in the humanitarian or development aid sectors is preferred. - Experience with writing about data, innovation and technology is preferred. - Experience using Mailchimp, Wordpress, Google Drive, Trello and other communication and collaboration tools is desirable.

Language

  • Fluency in English is required (both oral and written).
  • Kwowledge of another UN official language is an advantage.
