Organizational context

The Enterprise Risk Management (ERM) Service is placed within the Executive Office at UNHCR Headquarters and is headed by the Chief Risk Officer. The ERM Service proactively seeks to strengthen the risk management culture throughout UNHCR, helping the organization to become a more agile, efficient and innovative UN agency that delivers protection, assistance and solutions with integrity to the people we serve. The work at ERM Service is guided by the Risk Management 2025 Strategy supported by four interconnected implementation plans: human resources, communications, learning and data.

The aim of the communications plan is that everyone feels empowered to take the appropriate level of risk and is engaged and equipped to do so. We work to support colleagues with the following questions: How can I use risk management help UNHCR deliver on its mandate? What role can each of us play? What are critical risks and opportunities facing UNHCR and what do they mean for our country operations? What can we do to address them? How can we better learn from our successes and failures, as we seek to improve continuously?

To further embed risk management in day-to-day operations, and through internal communications, we work actively to support colleagues to understand risk management and how it contributes to UNHCR's work: We provide guidance and tools to support colleagues to identify and act on risks and seize opportunities and share timely and quality risk data to inform decision-makers in operations. Our work not only involves internal communications, but also regular external communications to Member States and the general public.
