Result of Service Under the guidance of the Head of the Fund secretariat (P5), and in line with the UNRSF’s founding documents, Communications Plan and messaging framework, the Communications Officer will use digital communications platforms (ex. Twitter, Facebook and other web-based platforms) to help increase the visibility and reach of the Fund and global road safety agenda and to build support for the Fund including financing and partnering with projects, notably through these 3 communications targets:

-Making the work of the UNRSF personal by showcasing upfront the Fund’s storyline of what is changing as a result of funding, using language-specific content (with support from project teams); by featuring human stories, #moments2live4 content and UNRSF projects to show results

Duties and Responsibilities Every year, an estimated 1.3 million people are killed, and around 50 million injured, in road traffic accidents. This makes poor road safety one of the most pressing social, economic, and development issue of our time. Beyond human suffering, road traffic deaths and injuries impose significant economic and financial losses to individuals and to societies, estimated to create a USD 1.85 trillion burden on the global economy each year. The 2030 Agenda for Sustainable Development included road safety in two of the 17 Sustainable Development Goals (SDGs), namely targets 3.6 and 11.2. Despite significant national and international efforts in recent years, the world is still far from achieving these global targets. Moreover, road safety has not been adequately funded at the national, regional or global levels.

In recognition of these challenges, the United Nations Road Safety Fund (UNRSF) was established in April 2018 as a multi-partner trust fund to facilitate concrete action towards achievement of the road safety targets of Sustainable Development Goals 3 and 11.

The Fund’s goal is to leverage the collective knowledge and capability of its participating UN organizations and partners in order to achieve global impact and long-term developmental change in a substantial reduction in road traffic injuries and fatalities, and the economic loss arising therefrom.

On 19 February 2020, the Stockholm Declaration was adopted at the Third Global Ministerial Conference on Road Safety and endorsed a new ten-year effort to transform road safety efforts with a target to halve road deaths and serious injuries by 2030.

Another major development in 2020 has been the onset of the COVID-19 pandemic, resulting in a dramatic disruption of lives, livelihoods, communities and businesses worldwide. National lockdowns and restrictions on public transport and movement have significantly affected mobility and the lives of people living in cities and urban spaces. This has also affected the implementation of UNRSF projects at the country-level. In addition, resources are increasingly, and understandably, diverted to COVID-19 response, and a predicted global economic crisis may result in lower levels of donor assistance in general.

September 2020 was an important month for road safety with the new United Nations General Assembly Resolution A/RES/74/299 declaring a new Decade of Action for Road safety (2021-2030). The resolution also invites countries to invest in road safety, including by supporting the UNRSF. The Global Action Plan for Road Safety has been launched in October 2021.

In 2021, the UNRSF celebrated its 3rd birthday and launched the UNRSF results brochure, a new format of the UNRSF newsletter, a new website including a platform for individual donations and several new social media profiles, launched 10 new projects.

In November 2021, The UNRSF has launched a new campaign "#moments2live4" which encourages everyday road users to share those simple moments that matter much more than moments wasted on poor road safety behaviour. The objective of the global social media campaign "Moments2live4" is to raise awareness on the needs of global, national, corporate and individual investments for road safety and ultimately help low-and middle-income countries to get financing for road safety. From December 2021 to June 2022, during the Second Decade of Action for Road Safety (2021-2030), the campaign will actively engage everyday road users to share campaign messages and post a photo and/or 24 second video of the moments in life that inspire them to believe in the importance of safe roads everywhere. The campaign will close with High Level Meeting for Road Safety to beheld on the 30 June- 1st July 2022. The UNRSF will participate to the preparatory meeting of his event to be held at the UN Headquarters in NYC on the 3rd December 2021.

The 3rd December 2021 also marked the launch of the UNRSF 1st replenishment cycle, which seeks to raise at least $40 million dollars for the 2022-2025 period with a target of supporting at least 60 additional countries, more than its current 30 countries, by the end of 2025.

Drawing from the Fund’s Global Framework Plan of Action for Road Safety, Terms of Reference, Fundraising Strategy and Policy, Branding Identity and Messaging Framework, and other founding documents, there is a continued need to develop further the Fund’s communications and advocacy in order to support the positioning of its work.

The development of communications activities, particularly social media, is essential to raise the visibility and success of the Fund.

The objective of the assignment is to fully utilize digital communications and partnerships to support the effective and timely implementation of the Fund’s Communications Plan.

The Communications Officer will perform the following tasks:

· Creation and timely execution of an agile monthly schedule of UNRSF social media and website content editorial planning and strategy for the UNRSF social media profiles and the UNRSF website. The schedule will reflect the 3 above-mentioned communications targets. A monthly report with metrics showcasing the progress on these 3 communications targets will be required to trigger the 2nd and subsequent monthly payments.

· Develop a network on social media communication with UNRSF partners and stakeholders to help deliver on the 3 targets.

· Coordinate and collect content from UNRSF secretariat team, projects and partners for social media and for the UNRSF website, newsletter and other outreach material.

· Assist with the digital content creation and promotion of UNRSF’s role in the Global Film Festival for Road Safety, UN Mayors Forum, UNRSF Pledging Conference, UN High Level Meeting on Road Safety, etc.

KINDLY NOTE: UNRSF secretariat will cover the cost of round-trip tickets from the home-based country to Geneva and terminals of the individual contractor. No other travel of any kind will be undertaken without the express authorization of the UNECE Executive Office.

Qualifications/special skills Academic Qualifications: A minimum of bachelor’s degree in communications, international relations, media, or a related field is required.

Experience: Experience in digital communications, social media strategy, management and content. Experience in website management is highly desirable. Work experience in international arena and familiarity with UN work is considered an asset.

Language: Fluency in English (both oral and written) is required; knowledge of other UN official languages is an advantage.
