This consultancy reports to the Communication Officer/ Advocacy and Youth Engagement with responsibilities to support the communication and advocacy activities of the Youth and Adolescents Development Programme key components, Social Policy, Palestinian Programme in Lebanon, and implementation of UNICEF advocacy strategy. The Communication Consultant will contribute to the development and production of creative content, campaigns, coordination with key stakeholders and advocacy strategy implementation.

Tasks/Milestone: Deliverables/Outputs: Timeline:Forastech Platform- Act as the focal point for the communication plans and activities with the stakeholders and clear/follow up on comms/ visibility requests - Contribute to the development of creative briefs for PR activations to create awareness and engagement on Forastech platform - Coordinate with advertising agencies the development and production of brand collaterals, and content production - Develop donors’ visibility content (photography, videography, and HIS) on success stories - Coordinate events with stakeholders to support outreach and engagement on the platform - Coordinate the dissemination of content on UNICEF website and SoMe channels with the digital team

1st monthCommunication Support to YAD, SP, PPL, and Advocacy events- Coordination with relevant stakeholders on events organization/participation and needed logistical support - Coordination the production of content around UNICEF participation in events Coordinate the production of branding collaterals (t-shirts, flyers, banners…) for the event

2nd monthNahno Volunteers Platform - Act as the focal point for the communication plan and activities with the stakeholders and clear/follow up on comms/ visibility requests - Contribute to the development of campaigning and content production on the platform to create awareness on volunteering and the engagement of young people and partners - Develop donors visibility content (photography, videography, and HIS) on success stories - Coordinate with advertising agencies and the production houses for this purpose - Develop branding and communication collaterals for the platform, follow up on the update of comms content on Nahno website, and on UNICEF website and SoMe channels with the digital team - Coordinate events with stakeholders to support outreach and engagement on the platform

3rd monthGIL – Generation of Innovation Leaders- Act as the focal point for the communication plan and activities with the stakeholders and clear/follow up on comms/ visibility requests - Contribute to the development of campaigning and content production for the project to create awareness on the opportunities if offers on social entrepreneurship, start-ups and digital skills development - Develop donors visibility content (photography, videography, and HIS) on success stories - Coordinate with agencies and production houses the creative development and production processes - Develop branding and communication collaterals for the project and follow up on the update of comms content on UNICEF website and SoMe channels with the digital team - Coordinate events with stakeholders to support outreach and engagement on the platform example Jawa2ez GIL, Hakaya GIL and other national forum and events

4th monthCommunication and Visibility Support to the Social Protection Programme- Coordinate the visibility requirements and the partners requests - Support the production of compelling multimedia content (photos, video, written stories) on social protection and the impact of UNICEF SP programme for multiple platforms. - Support in the development of a database for the SP programme for briefs dissemination. - Support in the launch plan of the national Social Protection Strategy

5th monthCommunication and Visibility Support to the PPL Programme- Support the production of compelling multimedia content (photos, video, written stories) on the situation of children in the Palestinian camps and the impact of UNICEF PPL programme - Support in the coordination of field visits for production and visibility purposes.

6th monthDevelopment of narrative on situation of children in Lebanon and content production around it - Support in the drafting and development of a narrative on the situation of children in Lebanon support the implementation of the advocacy strategy. - Support in the development of a key messages document on the situation of children in Lebanon that will support the advocacy implementation of the advocacy strategy.

7th monthCelebrities, public influencers and GWAs Engagement- Contribute to the development of creative proposals for working with identified celebrities and GWAs - Support in the development of ToRs for the mapping of public influencers that will contribute to the implementation of the advocacy strategy priorities - Coordinate content production featuring GWAs, public influencers and celebrities. - Coordinate field visits for this purpose

8th monthDevelopment of advocacy content/campaigns for big advocacy moments (WCD, SP, Juvenile Justice…)- Coordinated the development of creative content and initiatives for UNICEF big advocacy moments such as the WCD, the launch of the SP national strategy, juvenile justice, disabilities treaty, and others, to create awareness on the subject matter and showcase UNICEF programme impact.

9th monthDevelopment of Advocacy Strategy Key Messages framework- Support in the implementation of the advocacy strategy action plan through the development of key advocacy messages framework per priority and follow up on the dissemination of these messages with consistency in all advocacy documents/products.

10th monthDevelopment of content for advocacy strategy - Support in the implementation of the advocacy strategy action plan through the development of compelling advocacy content per priority (photography, videography, stories…) and follow up on the dissemination of this content through the proper channels

11th monthDatabase for advocacy strategy, and gather key information on key stakeholders - Support in the development of a database of decision makers and key influencers that are instrumental to the implementation of the advocacy strategy - Disseminating proper content and information on UNICEF work to decision makers on advocacy priorities and UNICEF impact in these areas. - Gather information on key stakeholders (ministry of finance, ministry of justice, social affairs, etc…) and follow up on the development of activities directly relevant to the advocacy priorities.

12th monthTo qualify as an advocate for every child you will have…

  • University degree in Communications, Journalism, Advertising, Marketing, Public Relations, Audio-visuals, or related fields is an asset.
  • A minimum of 6 years of work experience in communication, marketing, or advertising. Work experience with the UN, development or humanitarian fields is an asset.
  • Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
  • Experience in content production, campaigning, and creative briefs development in EN or AR.
  • Experience in coordinating with multi stakeholders in a timely manner, operationalizing comms plans and coordinating field missions for this purpose.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
