Project Information

The UNOPS Uzbekistan Project Office currently has two ongoing projects both of which are major contributions to SDG3 (Good Health and Wellbeing).

The first project, “Support to Development of Oncology Services in Uzbekistan” is funded through a major loan from the Islamic Development Bank. UNOPS will support the Government of Uzbekistan in strengthening the preparedness of its national healthcare system, and preventing and treating oncological cases in an effective and timely manner. By identifying, procuring, delivering and operationalizing urgently needed medical, laboratory, radiological and ICT equipment, the project will significantly contribute to improved access and quality healthcare services for local communities in 14 regional locations including Tashkent and throughout the country.

The second project is the “Uzbekistan COVID-19 Emergency Response Project” with the Republic of Uzbekistan's Sanitary and Epidemiological Welfare and Public Health Service (SES). Funded through two major loans from the Asian Development Bank and the Asian Infrastructure Investment Bank. In this project UNOPS will support the Government of Uzbekistan to upgrade up to 54 existing laboratory and treatment facilities across the country, procure diagnostic equipment and supplies, and establish an ICT system for monitoring the epidemiological situation to strengthen preparedness and resilience to the COVID-19 pandemic and other epidemics.

Functional Responsibilities

Under the overall guidance and supervision of the Project Management Specialist, the Translator & Interpreter provides services of multi-directional (English – Russian – Uzbek) translation, interpretation and associated services to the project team members, ensuring high quality and accuracy of delivered messages and documents. The Communications Associate (Translation & Interpretation) pursues a client, quality and results-oriented approach in delivery of the services.

The Translator & Interpreter works in close collaboration with Portfolio Manager and Project team, as well as with other teams within the UNOPS Uzbekistan office to exchange information and ensure consistent service delivery.

The functional responsibilities include:

  1. Translation and interpretation services;
  2. Effective translation, recording, and retention of information relevant to the project delivery;
  3. Support for the Project team in qualitative and precise communication with the national stakeholders and partners;
  4. Coordinate and arrange meetings with other parties.
  5. Knowledge building and knowledge sharing.

1. Translation and interpretation services

  • Full and precise delivery of multi-directional (English – Russian – Uzbek) verbal and written communications between the project and external and internal project partners on subject matters (health, infrastructure, ICT and associated areas);
  • Accompanying the project team members to the meetings and keeping records of the meetings if and when required.

2. Support to communications documentation and administration

  • Proofreading and editing of the reports, minutes, official and unofficial communications, other documents and texts for the project team;
  • Note taking at the meetings, their consolidation and drafting minutes of the meetings, discussions, interviews etc.;
  • Maintaining the organized files of the documentation as instructed by the Portfolio Manager.

3. Support to stakeholder communication

  • Support the project team in drafting qualitative and precise communication for liaising with the national stakeholders and partners;
  • Drafting project briefs and project updates;
  • Research and retrieval of background and analytical data from internal and external sources as assigned by the Portfolio Manager.

4. Coordinate and arrange meetings with key stakeholders

  • Organization and coordination of meetings and discussions;
  • Drafting/preparing background materials and talking points for the meetings.

5. Knowledge building and knowledge sharing

  • Provides sound contributions to knowledge networks and communities of practice by synthesizing lessons learnt and disseminating best practices in translation/interpretation.
  • Collects feedback, ideas, and internal knowledge about processes and best practices and utilizes productively.

Education/Experience/Language requirements

a. Education

  • Secondary school (High School or equivalent) with a minimum of six (6) years of relevant experience is required
  • A first level (Bachelor or equivalent) or advanced (Masters or equivalent) university degree in Communications, Linguistics or related field is desirable but not required, and may be considered as a substitute for some years of work experience.
  • Advanced university degree (Master or equivalent) in the above mentioned subjects or related field, is desired and may substitute for additional years of experience.

b. Work experience

  • Relevant experience is defined as experience in translation, interpretation, or related experience.
  • Proficiency in computers and office software packages (for example: MS Office, Google Workspace) is required.
  • Experience working in medicine or related medical field, is desirable.
  • Prior experience with the UN system or an international NGO is an asset.

c. Languages

  • Fluency in English, Uzbek and Russian is required.
