This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Within the delegated authority and under the supervision of National Professional Officer on Immunization, the UN Volunteer Communications officer will:

  1. Identify opportunities in Azerbaijan to maximize the Project visibility; plan, organize and implement joint-visibility events for important milestones of the Project (i.e. delivery of commodities, launch of training program etc.) in coordination with the European Commission (DG NEAR), the EU Delegations and WHO/Europe in the country and the Regional Office.
  2. In close coordination with the Regional Communication officer, develop and implement the Project communication strategy, communication and visibility plan in Azerbaijan, and support the WHO Country Office on Project-related communications.
  3. Ensure coherent and visible branding in line with EU and WHO requirements, and proper visibility of the Project within the broad WHO/EU collaboration.
  4. Follow-up mass media news and review the social media pages and research data to get better understanding of people’s perception of topic and their attitutes to set up tailored communication objectives.
  5. Map and coordinate communications opportunities and plans with key communications counterparts (in particular EUD and other EU projects, initiatives on the ground) among various authorities (in particular the Ministry of Health), partners (i.e. UN, NGOs and health partners) and stakeholders and ensure strategies and content/messaging are aligned.
  6. Plan and develop content and messages for relevant target audiences, in English and Azerbaijani languages, with the support of experts and the WHO/EUD team as appropriate.
  7. Develop press releases, speeches and quotes for the events and social media.
  8. Map/select most effective tools (including advocacy and press materials, human interest stories, multimedia) and channels (including media, web and social-media, newsletters, events, briefings, other platforms/fora) to reach to targeted audiences.
  9. Identify and liaise with major influencers of target audiences in Azerbaijan, including media and opinion leaders. Establish and maintain a media database for media in the country and liaise with journalists on a regular basis to ensure positive and optimal coverage for the Project.
  10. Organize communication campaigns and events to raise the visibility of the project and contributions of WHO and EU to build health systems resilience in Azerbaijan in the context of COVID-19
  11. Conceptualize, draft and/or coordinate the production of materials to communicate the Project results through work with the professional advertising and design agency.
  12. Travelling to regions for organizing events and for visibility coverage.

Educational additional comments

  • Advanced higher degree (Master’s or equivalent) in a relevant area, a first-level university degree or equivalent in combination with relevant training

Degree in communication, public relations, journalism, or alternatively, social science, public health, international studies

Experience remark

  • At least 3 years professional experience and demonstrated skills in arranging devising communication strategies, information sharing, communication activities, media relations and message development.

  • Previous experience of producing attractive and easy to read written material such as brochures, reports, press releases.

Area of expertise details

  • Communication expertise and moderate to strong multimedia expertise: ability to adapt, develop, produce and disseminate multimedia communication products
  • Excellent knowledge of standard text, spreadsheet and presentation software application. Computer, IT and multimedia skills (including use of internet, Web, power point, and experience with photographs and videos).
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment
  • Have affinity with or interest in public health, volunteerism as a mechanism for durable development, and the UN System
