Duties and Responsibilities

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements.

UNEP OzonAction Branch under the Law Division is one of the four Implementing Agencies under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. This position is in the OzonAction/Compliance Assistance Programme (CAP) of the Law Division at the Bangkok Duty Station and reports to the Activity Leaders of CAP team based in Asia and Pacific Office, who provide implementation support to these countries.

Specific tasks and responsibilities under this assignment are as follow i) Assist in design and delivery of communication and outreach programme approved under the Multilateral Fund in Developing Countries: The consultant will regularly liaise with developing countries in the region to identify implementation challenges of communications and public outreach activities and provide technical advice and assistance to the countries on the following: • Develop and implement a regional outreach and communication strategies, programmes for specific country including delivery means/formats to assist the National Ozone Unit (NOU) in Asia and the Pacific to enhance communication and public outreach programme including traditional and social media; • Provide policy and technical assistance in planning and implementing the communication and public outreach activities under the Multilateral Fund Project such as Institutional Strengthening Project, HCFC Phase-out Management Plan, Enabling Activities for HFC Phase-down and Kigali HFC Implementation Plan etc. • Design, prepare outreach and awareness products, including guides on how to conduct awareness raising activities at the country level for use of the developing countries including traditional and social media; • Promote the deployment of OzonAction awareness and knowledge materials and tools in the implementation of Montreal Protocol activities at the national level including traditional and social media.

ii) Support UNEP in promoting and delivering outreach activities, campaigns, and events organized under CAP at the national/regional/global level: As part of its annual workplan, UNEP CAP, Asia and Pacific Office has to implement and deliver proposed activities. The consultant will support UNEP to identify, design and implement a strategy to promote and deliver CAP activities including: • Promote and deliver events including meetings, workshops, trainings, etc. organized by UNEP CAP Asia and Pacific Office or its supported partner. • Support countries in the delivery and outreach activities, campaigns, and events organized under the approved projects that are supported / jointly organized by CAP e.g. Ozone2Climate Technology Roadshow etc. • Prepare/draft information notes and report on events organized by the UNEP CAP, Asia and the Pacific Office as well as countries under the approved projects, for uploading onto OzonAction Website. • Conduct capacity-building trainings in line with the network meetings for countries’ nominated members of the Working Group on Communications for the Montreal Protocol.

iii) Clearinghouse and OzonAction Website: The consultant will support UNEP CAP to increase the visibility of OzonAction work internally and externally including: • Developing and disseminating stories on activities conducted/achievements made by OzonAction to countries and various partners in Asia and the Pacific. • Publishing technical reports, guidebooks, or booklets on the Montreal Protocol and the Kigali Amendment. • Regularly communicate with countries to prepare online stories/case studies on good practices that have been adopted by countries in consultation with UNEP CAP Asia and the Pacific Office, for uploading on website of Asia and the Pacific and/or OzonAction periodically. • Assist development, review, finalization and promotion of knowledge products at the regional level.

iv) World Refrigeration Day and World Ozone Day Celebration 2024: The consultant will (i) develop a regional outreach strategy for activities, campaigns, events, and materials for World Refrigeration Day and the World Ozone Day, (ii) liaise with countries to provide technical and policy support in the planning and delivery of the World Refrigeration Day and the World Ozone Day activities and (iii) assist the NOOs in the preparation and finalization of country reports to be uploaded onto OzonAction’s website.

v) Gender equality mainstreaming: The consultant will assist countries to promote gender policy and mainstream gender equality in the daily implementation of the Montreal Protocol including MLF supported projects. The consultant will liaise with NOOs and relevant stakeholders to promote more participation and representation of women in Montreal Protocol activities, highlight role models, and encourage young women to join.

vi) Others: The consultant will regularly keep UNEP abreast of upcoming events in the region that can support awareness and communication in the implementation of the Montreal Protocol in the region and in particular related to the Kigali Amendment to the Montreal Protocol.

Qualifications/special skills

First level University Degree (Bachelor’s degree or equivalent) in public relations and outreach, communications and awareness is required. Other academic qualification such as science, environment, English, business, public policy, or others with prior working experience of 5 years on public relations and outreach, communication and awareness can be accepted in lieu of required academic qualification. At least 5 years professional experience in the field of public relations and outreach, communications and awareness is required. Working experience at the national/regional level is required. Working experience on social media/digital campaigns is desirable Working experience on the International Multilateral Agreements related to the environment and/or working experience with international organizations is desirable.

Fluency in the reading, writing and speaking of English is required
