Result of Service The Communications and Advocacy Specialist will support the strengthening of the communication and advocacy efforts of the 10YFP Secretariat on the implementation of the UN Framework on Sustainable Consumption and Production and SDG12, through its One Planet network and other key partnerships, ensuring the provision of relevant quality communication and strategic high-level advocacy to guide international and multi-stakeholder discussions on SCP, natural resource use and socio-economic development, as well as the action of the global community in the context of the 2030 Agenda. It will include efforts to streamline offline and online communication efforts in the context of the 10YFP “post-2022” process.

The tasks under this consultancy will ultimately contribute to assisting in achieving the following objectives:

  • Development and implementation of the 10YFP communications and advocacy strategy and annual operating plan aligned to organizational priorities for outreach, fund raising and impact.
  • Communications activities for key events organized by and in relation to the 10YFP / One Planet network and the Global Strategy for SDG 12 and SCP.
  • Management and execution of the digital communications strategy and plan of the 10YFP Secretariat and its One Planet network (www.oneplanetnetwork.org)
  • Implementation of the 10YFP Secretariat’s publications plan and support to the production of 10YFP Secretariat’s flagship publications
  • Evaluation of the communications and outreach performance of the 10YFP Secretariat and One Planet network.

    Duties and Responsibilities The tasks and responsibilities under this consultancy include:

a. The development and implementation of the 10YFP communications and advocacy strategy and annual operating plan aligned to organizational priorities for outreach, fund raising and impact. - Supporting the Head and coordinator of the 10YFP Secretariat, providing advice on advocacy and communication strategies; - Developing and implementing a global multi-platform campaign to promote SDG12/SCP, the 10YFP and the new global strategy with a view of securing commitments and action at the highest level; - Managing the planning and production of compelling and issue-oriented policy-briefs and other marketing materials (web-based, electronic, print, photo and/or video content); - Providing advice on inclusion of communications components in projects formulation.

b. Communications activities for key events organized by and in relation to the 10YFP / One Planet network and the Global Strategy for SDG 12 and SCP. - Supporting and providing inputs to event specific advocacy strategies and messaging in the context of high-level international fora; - Developing and coordinating briefings, speaking points, press releases, interviews and other relevant communication materials in the context of specific events.

c. Management and execution of the digital communications strategy and plan of the 10YFP Secretariat and its One Planet network (www.oneplanetnetwork.org) - Implementing the www.oneplanetnetwork.org website improvement plan as the main public facing window of the 10YFP / One Planet network and on SDG 12 / SCP; - Overseeing and managing digital content development for the One Planet network website, develop new web pages in line with strategic messages and objectives, write and edit news and events; - Developing and implementing a social media strategy for the 10YFP / One Planet network; - Managing the overall online profiling of the 10YFP / One Planet network, identifying and building cooperation with other relevant websites.

d. Implementation of the 10YFP Secretariat’s publications plan and support the production of 10YFP Secretariat’s flagship publications. e. Critically assessing communications and advocacy progress and achievements, ensuring appropriate evaluation mechanisms are in place and producing quarterly performance reports.

Qualifications/special skills Competency: - Expertise in advocacy and strategic communications methodologies, especially applied in an international context, is required. - Ability to effectively package information and knowledge for specific audiences based on strategic objectives and priorities, and ability to communicate easily with diverse groups of stakeholders is required. - Digital communication skills and knowledge including website production and content management, database management, digital media engagement, digital content production. - Excellent inter-personal, communication and networking skills are required. - Flexibility and adaptability to work under pressure and meet specific deadlines is required. - Ability to work in a multicultural environment is required. - Experience in the usage of computers and office software package including Powerpoint, Publisher, Adobe CS, or other publication design software, good knowledge and experience in handling of web-based management systems, including social media platforms is required; - Experience in public speaking and/or event management would also be an asset. Academic Qualifications: - Post Graduate Degree (Masters level or above) in strategic communications, public relations, advocacy, marketing, journalism or relevant field is required. Experience: - A minimum of 7 years’ experience in advocacy and communication strategies, including advocating, campaigning, networking, public relations, in an organization with global influence (international organization, public or private sector), is required. - Experience in developing advocacy/communication campaigns related to international development, sustainable development, sustainable consumption and production or the environment is required. - Experience in managing digital media channels including websites, social media channels, email marketing is required. - Experience working with large, international networks of diverse stakeholders to organize, catalogue, and disseminate their activities is required. - Prior experience working in a UN organization or with a multilateral or international organization is an asset. - Networking capacity with high-level stakeholders – including but not limited to private sector, business leaders, members of parliament, senior government officers and/or Ministers is a great asset. Language: - Fluency in English is required - Additional UN languages are an asset

Additional Information The 10 Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted by Heads of State at the United Nations Conference on Sustainable Development (Rio+20) in 2012, is a global framework for action to accelerate the shift towards Sustainable Consumption and Production (SCP) in both developed and developing countries. UNEP was mandated by the UN General Assembly to serve as the Secretariat of the 10YFP. As reflected in the 2030 Agenda for Sustainable Development, the 10YFP plays a central role in achieving the shift to SCP: its implementation is the first target of Sustainable Development Goal 12 on “Ensuring sustainable consumption and production”; the 10YFP is also recognized as the Framework of reference for decoupling economic growth from environmental degradation in SDG 8. The 10YFP generates impact through multi-stakeholder programmes and partnerships, which develop, replicate, and scale up SCP policies and practices at all levels and which form together the One Planet network (www.oneplanetnetwork.org).

Communications and Advocacy are key to the work of 10YFP Secretariat under UNEP’s sub-programme on Resource efficiency. They support the implementation of the 10YFP and the action of its One Planet network through high-level advocacy and Member States’ engagement, promoting the added value of SCP with regards to socio-economic development and environmental sustainability, fostering increased cooperation and networking, engaging all stakeholders including the private sector and high-impact economic sectors, and supporting knowledge, experience sharing and awareness raising. Communications and Advocacy also play a crucial role in the “post-2022” process that has started to transition the 10YFP and its One Planet network to a second phase, aligned with the 2030 Agenda, and to develop a Global Strategy for SDG 12 and SCP.
