Result of Service

  • Under the overall guidance of the UN Resident Coordinator, and in close cooperation with the UNCG, manage the common UNCT’s public appearance; - Keep the UN in Kyrgyzstan website updated with the latest information across its sections, including statements, press releases, and publications. Ensure all content, such as mission statements, contact details, information about the UN, the UN Country Team, and the UN media team, is available and current in three languages: Kyrgyz, Russian, and English. - For the UN Resident Coordinator: draft and revise advocacy messages, press releases, talking points, and statements aligning with communication objectives, including those pertinent to crisis communication. - Ensure the social media channels of UN in Kyrgyzstan, including Facebook, Twitter, Instagram, YouTube, and Flickr, are regularly updated with the latest results and events. - For UN campaigns: initiate, support, and actively participate in planning meetings that focus on campaign-specific logistics. These meetings should cover a range of issues including budget distribution, selection and coordination with vendors, engagement with partners, and the listing of participants. - For public events, including related to UN campaigns: provide comprehensive support to ensure system-wide UN involvement and inclusive, high-level representation of partners, with prominent visibility of relevant SDGs. - This entails thorough planning and organization, arranging media coverage, and executing various tasks. Deliverables include writing, preparing presentations, developing designs and layouts, editing, conceptual development, press releases, news coverage, coordination with partners, and drafting briefings and speaking points. Ensure these efforts cater to a diverse audience, including UN agencies and non-UN partners. - For the publication of substantive documents from the Resident Coordinator's Office, including the CCA Update, the UNCT Annual Results Report, etc: develop templates and common features, incorporating human stories, coordinating with editors, managing layout, and conducting thorough proofreading. -Any other task assigned by the Resident Coordinator.

Duties and Responsibilities

The objective of the consultancy is to provide communications and advocacy support to the Resident Coordinator in discharge of his/her duties as the highest-ranking official of the United Nations in the country. Organizational Setting and Reporting Relationships: This consultancy assignment resides in the United Nations Resident Coordination Office (RCO) in the Kyrgyz Republic and reports to the Head of Office. The incumbent needs to maintain a close working relationship with the United Nations Department of Global Communications (DGC), which sets the communications and advocacy priorities of the UN around the world, and with the United Nations Communications Group (UNCG) at the country level. This assignment is from 1st April until 31 July 2024 with the possibility of extension subject to availability of funds and other human resources policies. Duties and responsibilities: 1. Contributes to strategic advocacy and programme communications in support of the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 of the Kyrgyz Republic. 2. Assists in partnership building and media relations. 3. Provides substantive support for digital communications. 4. Supports publications and branding management. 5. Assists in the local promotion of United Nations global communications and advocacy priorities on the work of the United Nations in key thematic areas of the UNSDCF and the UN’s normative agenda.

Qualifications/special skills

Education: Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of three years of progressively responsible experience in programme communications and advocacy in the context of development is required.

Languages

Fluency in English and Russian is required; knowledge of the Kyrgyz is highly desirable. Additional requirements: This assignment is in the national context, i.e. functions that require national experience or knowledge of the national language, culture, institutions, and systems. Therefore, this assignment is open to the Kyrgyz nationals only. Reporting requirements: The Consultant will be submitting the reports to the Head of the UNRCO based on the results achieved in agreed format stating all actions taken during the assignment. Reports to be submitted after deliverable result achieved according to schedule, which will serve as a justification for payments. The contractor will report regularly to the UN Resident Coordinator and the Head of the UNRCO and will perform duties in accordance with the work plan and timeframe to be agreed at the beginning of the assignment. Payment conditions and schedule: The consultant will be paid on production of a report covering all the deliverables relevant for the period as per above payment structure. The supervisor shall endorse the report to his/her satisfaction and meeting the envisaged standards. Intellectual Property: All information and outputs pertaining to this consultancy (documents, digital and cyber contents, etc.) belonging to the UN (RCO), which the consultant may come into contact within the performance of his/her, duties, under this assignment, or produced by him/her in discharge of this assignment, shall remain the property of the UN (RCO) who shall have exclusive rights over their use. Except for the purposes of this assignment, the information shall not be disclosed to the public nor used in any form without written permission of the UN (RCO) in line with the national and International Copyright Laws applicable.
