Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Japan has become one of UN Women’s top donors and has strengthened its focus on gender equality over the past few years. Recognizing the importance of Japan in development assistance, a UN Women Japan Liaison Office (JLO) was established in Bunkyo-ku, Tokyo in 2015. UN Women presence in Japan provides a strategic entry point and an opportunity to liaise with stakeholders from the Government of Japan, local governments, private sector, media, academic and civil society. It is also an opportunity to work closely with other UN entities based in Tokyo. The work of the UN Women JLO is shaped to contribute to UN Women’s Strategic Plan 2022-2025.

JLO has recently increased its work on advocacy and outreach in Japan to advance gender equality and women’s empowerment. It has also increasingly built partnership with major private sector, public sector, and media partners through social media and several initiatives including HeForShe, WEPs, and Unstereotype Alliance Japan Chapter.

Under the overall supervision of the Director of the JLO, the Communications and Advocacy Consultant will create a knowledge depository and database for HeForShe, WE EMPOWER Japan and to assist managing the Unstereotype Alliance Japan National Chapter and engage with all stake holders, in particular with the private sector and media through these initiatives.

Duties and Responsibilities

  • Enhance the visibility of UN Women and its activities toward SDGs in Japan through communications initiatives and products;
  • In consultation with HQ communications, create and implement communications strategy for the county by identifying thematic priorities and target audiences in Japan;
  • Monitor news and popular trends, and identify key moments for proactive communications;
  • Create a depository of HeForShe, WEPs, Unstereotype Alliance’s knowledge products in Japanese;
  • Lead updating an existing web page and social media for communication and outreach initiatives in Japanese. Topics will cover programme activities of UN Women in general, and HeForShe, WEPs, and the Unstereotype Alliance Japan Chapter in particular, in close coordination with relevant sections in UN Women HQ, Regional Offices and country offices;
  • Coordinate with and respond to media, private sector and others’ queries on UN Women programmes including HeForShe, the WEPs and Unstereotype Alliance Japan Chapter;
  • Coordinate with stakeholders for drafting workplans, organizing meetings, drafting minutes, and disseminating information both internally and externally; and
  • Perform other relevant duties as required by the UN Women JLO Director.Key deliverables:
  • Communication strategy developed and implemented.
  • Increased numbers of postings on HeForShe, WE EMPOWER Japan's assets and Unstereotype Alliance Japan Chapter via JLO's social media platform (awareness raising).
  • Updated websites and other materials on UN Women in general and HeForShe, WEPs and Unstereotype Alliance signatories in particular.
  • Localized materials on the WEPs, HeForShe and Unstereotype Alliance as necessary.
  • Updated on Unstereotype Alliance Japan Chapter website and internal documentations.
  • Increased media exposure of UN Women in Japan and secured membership of the Unstereotype Alliance Japan Chapter.
  • Timely preparation and follow up actions taken on the stakeholder meetings for Unstereotype Alliance.

Required Skills and Experience

Education:

  • Bachelor’s degree in communications, media studies, journalism, gender, international relations, international development, marketing, or another related field.

Experience:

  • A minimum of five years of relevant experience in one or more of the following areas: journalism, public relations, advocacy, international relations, marketing, development, advertising, digital communications, multimedia agencies, or another relevant field, ideally with a particular focus on gender issues;
  • Experience in media relations using traditional and social media, multi-media and a variety of platforms;
  • Experience in supporting organization of large-scale events, preferably at the international level;
  • Familiarity with the work of the United Nations Organization, its mandate, main areas of focus; United Nations bodies, agencies, entities and departments; current priorities issues;
  • Excellent command with major social media platforms, including but not limited to Facebook, Twitter, Google+, Instagram, and LinkedIn;
  • Proficiency in Adobe Photoshop, Illustrator, and InDesign an asset.

Language:

Fluency in Japanese and English is required.

Remuneration

The payment for this consultancy will be completed on a monthly basis based on satisfactory completion of services and days worked. The daily fee will be determined based on the TOR, the resume of the selected candidate and the official salary scale for UN consultancies.
