Background:

In 2017, the Secretary-General outlined his vision of a “new generation of UN Country Teams” with enhanced capacity and skill sets at the Resident Coordinator Office to support countries to achieve the Sustainable Development Goals (SDGs). The Secretary-General proposed “that an integrated communications structure be formed in each country by co-locating and merging the country offices of the United Nations information centers (UNICs) with resident coordinator offices. Merging these two capabilities will generate a robust standing communications capacity within United Nations country teams, working alongside communications specialists from all entities to boost impact [of UNCTs’ work for the SDGs], while producing significant cost savings.” This consolidates the vision that a new generation of UN country teams requires a new generation of UN Communications Groups.

This new generation of UN Country teams (UNCT) is led by an empowered and independent Resident Coordinator (RC). Following the UN reform, the Resident Coordinator is supported by the addition of a communications function in the Resident Coordinator’s Office or the integration of the UNIC) to help bring together the UNCT and its UN Communications Group (UNCG) to communicate together, with a strong UN voice.

Objectives of Communicating T****ogether:

  • Communicating Together improves coordination of communication among United Nations agencies within the country context, in support of shared purposes, including as outlined in the One Programme. As collaboration and coordination are emphasized, individual UN agency’s mandates and strengths are recognized.
  • Communicating Together strengthens the image and reputation of the United Nations system by presenting a coherent and unified image;
  • Communicating results that relate to coordinated efforts by the UNCT, including results of Joint Workplans/Cooperation Framework.
  • Presenting a coherent common image/brand of the UN team, while also giving credit to the entities involved.
  • Bolstering and amplifying actions that promote and deliver results.
  • Stressing that communications and advocacy at the country level must be fully integrated into programme planning and delivery.

Expected Outputs and Deliverables:

The total contract period of the consultancy will be a total of 30 working days

Deliverables and Expected Output:

The following are the expected deliverables and outputs in each of the phases:

  • Inception Report: including the workplan,
  • Conduct the needed activities to activate the strategy according to the implementation plan (seminars, focus group discussion, predetermined interviews…etc.) if necessary
  • Report: including the proposed communication strategy and, proposed communication channels, and breakdown of the target groups.
  • Report: including the detailed implementation plan for 2 years to activate the proposed strategy, proposed messages that needs to be communicated to each group.

Institutional Arrangements:

  • The Consultant will be engaged by UNICEF as chair of the UNCG. UNICEF will provide day to day supervision on the assignment, working in collaboration with members of the UNCG to ensure delivery of quality results and objectives as set out in these terms of reference.
  • The Consultant will prepare reports as outlined in Section III above, for approval of UNICEF and UNCG.

Duration of the Work and Duty Station:

  • The assignment is expected to be carried out in 30 days (Date to be finalized).
  • The assignment will be carried from home or in-person. Online resources could be used to make consultations and engage with relevant stakeholders.

Qualifications of the Successful Individual Contractor:

Education: A Master’s Degree in one or more of the following disciplines: Corporate Communication, Integrated Organizational Communication, Journalism, or other related fields.

Skills and experience:

  • Minimum 10 years of professional experience
  • More than 10 years of experience in working with or consulting for UN agencies or NGOs or international organizations and in developing communication strategies.

Attributes:

  • Fluency in English
  • Excellent communication, reporting, and presentation skills
  • Demonstrate a high competency for integration of gender attributes into the assignment
