How can you make a difference?

Under the supervision of the Regional Chief of Communication and Advocacy, implement and monitor regional advocacy and communication strategies to promote respect, protection and fulfillment of children’s and women’s rights and support UNICEF’s mission.Act as a first responder to crisis situations in COs in ESA and provide strategic guidance on mitigating and managing issues pertaining to emergencies, sensitive issues and fragile states. Provide technical support to Country Offices in the region and support global advocacy and communication activities to promote organisational goals and strategies.

Key functions and accountabilities (not an exhaustive list):

1) Communication for emergencies

• Draft key messages, press releases, communication strategies and quick lines for new and protracted regional emergencies in Eastern and Southern Africa. Coordinate with PFP colleagues for uploading of regional key messages and multimedia content. • Review and contribute to Country Office communication assets including press releases, statements, Q&A, social media packs and other relevant documents. • Contribute to section’s discussions on dissemination and amplification of communication assets in support of regional emergency work. • Provide technical assistance to Country Offices on relevant training/webinars for communication in emergencies. • Coordinate with Country Offices for social media content and take a lead role in reviewing emergency data and relevant information with COs, and ESARO HARP colleagues, if required. • Support the Regional Chief of Communication and Advocacy in organising and facilitating media interviews for journalists with regional spokespeople. • Liaise with ESARO Social Media Consultant for posting of emergency related content on @UNICEFAfrica and Regional Director’s social media channels. • Participate and contribute to ESARO HARP and HQ meetings focused on emergencies in Eastern and Southern Africa. • Support on global priorities such as World Children’s Day and UNICEF@75

2) Together 4SRHR programme

• Provide communication support to the 2gether 4SRHR joint programme funded by SIDA through coordination with UNICEF HIV and AIDS colleagues, three agencies in the joint programme and 2gether 4 SRHR HIV and Communication focal points in Lesotho, Malawi, Uganda, Zambia and Zimbabwe. • Coordinate and convene Communication Task Force meetings with UNAIDS, UNFPA, and WHO regional counterparts and draft and circulate relevant minutes and action points from Communication Task Force meetings. • Under the guidance of ESARO HIV and AIDS colleagues, participate in and represent the Communication Task Force at Regional Interagency Working Group (RIWG) meetings. • Work closely with the 2gether 4SRHR Communication consultant and facilitate the completion of deliverables through liaising with UNICEF Country Office focal points and regional focal points from the four agencies as required. • Support the 2gether 4SRHR Communication consultant in the dissemination and amplification of finalised communication products. • Media scan on COVID-19 and SRHR – work with ESARO HIV and AIDS colleagues to guide the selected vendor in the implementation of the traditional media scan on the impact of COVID-19 on SRHR.

3) Partnerships

• EU DEVCO – coordinate with ESARO Child Protection and UNHCR communication focal point on communication and visibility for the partnership. This may include developing audiovisual content with an external vendor, drafting press releases/statements, and developing social media content. • ECHO Nutrition – support Regional Chief of Communication and Chiefs of Communication in three Country Offices in the roll out of Above Standard Visibility for the nutrition partnership. • Working closely with ESARO PPP colleagues, provide strategic communication support to new and established regional partnerships. This may include drafting of press releases, quotes from the Regional Director and social media content. 4) Participation in Global Advocacy Strategies and regional campaigns • Act as regional focal point on Global Advocacy Priority (GAP) on Mental Health coordinating with Zimbabwe Country Office, ESARO mental health focal points and HQ GAP colleagues as required. • Provide inputs into advocacy plans and contribute to communication plans on the October 2021 of the SOWC which is focused on mental health. • Support the GAP objectives and strategies, and UNICEF@75 campaign through development of complementary communication materials and activities. • Act as regional focal point with ESARO Child Protection on related activities including communication assets for ending harmful practices (FGM, child marriage, child labour) and review of relevant global reports and global press releases to ensure ESA related inputs are accurate and cleared with COs. • When required, coordinate with ESARO C4D Specialist (Polio RRT) to provide external communication technical support to Angola, Ethiopia, Kenya, South Sudan and Uganda on nOPV2 introduction preparedness in ESA.

5) Support in management, planning and reporting

• Participate in 2021 end of year review and 2022 planning as required by Regional Chief of Communication and Advocacy. • Provide quality assurance to sectoral reviews of Country Office processes including end of year reports, Country Programme Documents (CPD), Programme Strategy Notes (PSN), Programme Budget Allocation (PBA) and Technical Review Team (TRT), and review of other technical documents when related to the emergency focal countries as stipulated by Regional Chief of Communication and Advocacy. • Participate in recruitments for communication staff in Country Offices, as and when requested by COs and Regional Chief of Communication and Advocacy. • In coordination with ESARO Communication Programme Associate, liaise with Web Editor (external consultant) for the uploading of content onto the ESA website. • Supervise graphic design consultant by liaising with sections on graphic design requests and maintaining a notion of the pipeline of work requested. Provide support in confirming graphic designer’s monthly deliverables against invoice.

To qualify as an advocate for every child you will have;

• An advanced university degree in Communication, Journalism, Public Relations, or any other related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of eight years relevant professional experience in communication, print, broadcast, and/or new media. International and national work experience/field experience. Background/familiarity with emergency situations.
• Strong analytical and communication skills.
• Fluency in English (oral and written). Knowledge of French and/or Portuguese an asset.
