In the period 2007-2017, at the invitation of the Government of the Plurinational State of Bolivia, OHCHR had an office in the country with the mandate to monitor and report on the human rights situation and to provide technical assistance to public institutions and civil society organizations. As of 2018, Bolivia became part of the countries under the mandate of the OHCHR Regional Office for South America, based in Santiago de Chile.

In the context of the political and social crisis in the post-election period in October 2019, the High Commissioner deployed a Technical Mission to the country to collect first-hand information on the human rights situation. The Technical Mission has accompanied the work of State and civil society institutions and has carried out close monitoring of conflict events and situations of human rights violations at the national level that resulted in a public report.

Currently, the Mission is operating in Bolivia under the global mandate of OHCHR, with the support of the Resident Coordinator of the United Nations System. The activities of the OHCHR are also part of the UN Initiative for the Peace Consolidation in Bolivia.

Under the overall supervision of the Representative of the OHCHR Mission in Bolivia, and the direct supervision of the Deputy Representative, the UN Volunteer will undertake the following tasks: • Assist in the development and implementation of a communication strategy, campaigns, events and other initiatives in support of the strategic objectives of OHCHR; • Develop and produces information communications products such as press releases, media packets and reports, brochures, briefings, talking points, statements, newsletters, etc. for various audiences; • Monitor and analyze current events, public opinion and press, identifies issues and trends, and advises on appropriate action/responses; • Assist in organizing press events, managing requests for interviews for the representative, assist with involvement with the media related to OHCHR and their work; • Assist in developing content for and maintains appropriate and timely web and social media outreach; • Gather information and report on the human rights situation in a designated geographical or thematic area, including through missions and contacts with other United Nations actors, state authorities and the community; • Contribute to analysis and reports on human rights concerns, violations and abuses, and the consistency of policies, programme and norms with international human rights standards and the application of gender perspective; • Support the systematization of information on the human rights situation in the country, including through the use of the database, regular reports and other tools; • Support other tasks that are necessary for the fulfilment of the OHCHR objectives.

Bolivia is a middle-income country that for more than a decade has led the economic growth of the South American region. The Volunteer will be located in the city of La Paz. Finding suitable housing is simple as there is a wide range of rental houses, apartments and rooms. The price of a small apartment varies between 300 and 700 dollars. La Paz is a city and municipality located in western Bolivia, seat of the Bolivian government and the legislative and executive powers, although the capital according to the State Constitution is Sucre. The city center is approximately 3,650 meters above sea level. The climate according to its geographical location is mountain. Together with the city of El Alto, the largest urban and populated nucleus in Bolivia, it has 1,800,687, according to the last population census and 2012. The city of La Paz offers supermarkets and a wide variety of local markets with great availability of food of all kinds. There are four international telecommunications systems, easy Internet access and modern banking facilities. ecurity: Bolivia is in Phase 1 - precautionary - United Nations Security Plan, this means that routine activities must continue and that all United Nations personnel require a security clearance approved by the designated official to travel within the country. However, other vaccines are recommended, including hepatitis A, rabies, tetanus/diphtheria, and typhoid. Bolivia is a unique country and the peacebuilding program is also a unique operation. It provides an interesting and enriching environment, but it also requires a high cultural sensitivity, as well as more energy and commitment than elsewhere to live comfortably and affordably. Consequently, flexibility and the ability and willingness to live and work in harsh and potentially dangerous conditions, involving physical difficulties and discomfort, become essential.
