Today there are 1.8 billion young people worldwide who make up a quarter of the world’s population, and up to a third in many sub-Saharan African and South Asian countries. Young people are a massive cohort, with an immense potential to benefit their societies socially, politically and economically. UNICEF’s Strategic Plan 2018-2021 (Goal Area 5) calls for investments in the empowerment of adolescent boys and girls, and further articulates the need to “support children and young people as agents of change, creating platforms and opportunities for them to demand accountability and drive progress for children” as a key change strategy.

The work of the Youth Engagement Team in DOC directly supports the objectives of the Strategic Plan by:

  • Engaging adolescents and youth as advocates and campaigners for children’s rights through UNICEF’s flagship campaigns and initiatives;
  • Integrating the actions and voices of adolescents and youth into UNICEF’s communication and advocacy, including through youth-focused platforms like Voices of Youth and U-report.

How can you make a difference?

To help deliver on the vision of the Strategic Plan and the Global Communication and Advocacy and Strategy, the Youth Team requires the expertise of a Communication Officer focused on youth engagement advocacy and campaigns, who will work with project teams, under the supervision of the Head of Youth Engagement to help develop strategies and content for youth engagement initiatives/ activations/ campaigns linked to key UNICEF priorities.

Purpose of the Job

This role will help strengthen the capacity of the Youth Engagement Team and DOC to develop, implement and monitor effective and engaging advocacy campaigns involving young people. Under the leadership of the Head of Youth Engagement the role will be responsible for supporting the development and implementation of youth advocacy campaign strategies; identifying partnership opportunities; developing and disseminating campaign content; monitoring and reporting on campaign results; and advising on ways to grow UNICEF’s advocacy and youth engagement.

Furthermore, the role will be responsible for the growth and engagement of the Voices of Youth community, increasing collaborations with UNICEF offices, providing creative engagement opportunities for young people, and reaching new audiences through partnerships.

1. Support youth advocacy and campaign strategy development, implementation and monitoring.

  • Help with the development of campaign concepts and strategy documents on priority issues identified by UNICEF.
  • Undertake audience analysis and oversee market research as relevant.
  • Support the development of key messages and advocacy briefs.
  • Contribute in presenting strategies to internal and external stakeholders to secure support and buy-in.
  • Identify the necessary resources and help develop campaign budgets.
  • Help develop campaign implementation and tracking tools.
  • Serve as the focal point for campaign activations and events.
  • Liaise with monitoring specialists to identify campaign KPIs and set up tracking systems.
  • Prepare campaign reports, including milestone reports, progress reports and final reports, and liaise with the relevant teams, divisions and partners for report content.
  • Explore and recommend ways to enhance UNICEF’s overall youth advocacy, and campaigning by participating in strategic discussions regarding UNICEF’s engagement of young people in advocacy and campaigning; identifying capacity gaps in the organization on youth advocacy and campaigning; and supporting the development of and participate in capacity building activities.

2. Help develop partnerships with key stakeholders whose support is essential to the achievement of youth engagement objectives.

  • Conduct mappings of key stakeholders on the campaign focus issue.
  • Identify the relevant stakeholders for potential partnership with UNICEF.
  • Prepare partnership materials and briefs.
  • Support partnership management and communication.

3. Help implement the Voices of Youth Content Strategy, which includes:

  • Contribute in leading content moderation, community management and content creation across all VOY digital platforms (website and social media).
  • Help lead the creation of a content inventory, site analytics, SEO, translation, additional sections and/or special topics and any VOY sub-sites.
  • Ensure that VOY content supports the goals of the key Cause Framework campaigns/advocacy priorities identified as key for adolescent and youth engagement is regularly featured across UNICEF and partner platforms.
  • Promote Voices of Youth among UNICEF offices and establishing a process for regular content contributions from offices.

4. Help coordinate the production of advocacy and communication materials for Voices of Youth and key campaigns, e.g. videos, websites, publications, social media products and others.

  • Help develop content production briefs and liaise with the Digital Strategy Section and Content Strategy Section and others in the planning of content production.
  • Identify suitable external vendors to execute content production and serve as the focal point for the vendors (as relevant).
  • Help develop and edit feature and news stories, blogs and web content.
  • Support in the development of dissemination and marketing plans.
  • Provide feedback on creative concepts and communication products.
  • Help liaise with UNICEF Country Offices, Regional Offices and National Committees on content production, as relevant.

Impact of Results

The role is expected to increase UNICEF’s capacity to engage young people as advocates and champions for children’s rights through flagship campaigns and platforms like Voices of Youth. This in turn, is expected to lead to more innovative, effective and engaging campaigns with increased and robust participation of young people, ultimately helping to achieve key advocacy objectives for the organization. Furthermore, this is likely to create a positive brand image among young people and lay the groundwork for sustained supporter engagement.

To qualify as an advocate for every child you will have…

Education:

• University degree in Communications, Marketing, International Relations, International Development, or another related field.

Experience:

  • At least two years’ experience in advocacy and campaign strategy development and execution, preferably on both a global and national level.
  • Experience in developing strategic public engagement activities, based on an understanding of the target audience.
  • Strong track record in writing engaging campaign narratives and delivering creative campaign tactics.
  • Demonstrated experience in design and management of projects, including budget management and monitoring of results.
  • Experience in operating independently and in providing advice and support on advocacy and engagement campaigns.
  • Knowledge of international development, humanitarian issues and children’s rights.
  • Experience working for an advocacy or campaigning organization e.g. international or national NGO, UN or other multilateral organization.
  • Experience working in a developing and emergency environment is an asset.

Language Requirements:

• Fluency in English (both written and verbal) is required. • Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
