Background

Consistent with its mandate, the UNDP’s Peace Programme focuses on achieving the CPD Outcome 3 “National and local governments and key stakeholders recognize and share a common understanding of the diverse cultural history, identity and inequalities of areas affected by conflict, enabling the establishment of inclusive and responsive governance systems and accelerating sustainable and equitable development for just and lasting peace in conflict-affected areas in Mindanao.” Focus areas are Normalization, Peacebuilding and Promotion of Peaceful Engagement and Resilience to Violence (Prevention of Violent Extremism) and working with different stakeholders in the Bangsamoro Region such as MILF, MNLF, women, youth, Faith-based Leaders, and indigenous peoples.

Specifically, the strategies include:

  • As lasting normalization will not be possible while horizontal violence continues, UNDP is addressing land conflicts through better data and digitization and strengthening local mediation capacities.
  • UNDP is also building and strengthening the capacities of local actors like the Faith-Based Leaders, Women, and Youth in mediation and negotiation in order to help in local peacebuilding and conflict resolution.
  • Recognizing that violent extremism can derail the implementation of the CAB and the BOL, UNDP significantly supported the National Action Plan on PCVE and is supporting BARMM to develop the Regional Action Plan.
  • Youth that might be at risk of violent radicalization interact first and foremost with their peers, family members, and religious leaders. Recognizing this, UNDP has focused on women, youth, and faith-based organizations as the primary drivers of positive change.
  • These platforms have also been utilized during the COVID 19 crisis to push back against misinformation and hate speech and are important long-term tools for both peace and development.
  • The process of the transformation of MILF camps has slowed down partly due to COVID 19, and partly due to the focus on making the BARMM experiment work. While decommissioning has proceeded well, discontent is growing over the absence of a peace dividend. Development partners will need to re-engage parties to the peace process before this can be addressed.

In order to translate the results of these strategies into narratives and communication materials to a wide range of audiences, UNDP Philippines Peace Programme Unit requires the services of a Communication Officer who shall work on communications tasks under all the components of the projects under the Peace Programme Team.

Institutional Arrangements

For the duration of the contract, the Consultant shall report to the Peace Programme Analyst in the delivery of the terms of reference. The consultant should also closely coordinate with UNDP CO Communications Team. Reporting is output-based, and all deliverables must be submitted to UNDP-Peace Programme Team. Similarly, the final outputs should be formally accepted by the Team Lead of Peace Programme, UNDP Philippines, before any payment is made.

Duration of Work, Duty Station, and Travel

To undertake the tasks, procedures, and expected outputs, the Communications Officer shall be engaged for 90 days spread over six (6) months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target date for the start of work is February 2021 and the expected completion date is 31 July 2021.

The position will be based in Cotabato City to allow accessibility and availability for discussions and reporting on the progress of activities as may be required. Reporting arrangements will be discussed and agreed upon with the immediate supervisor - Peace Programme Analyst.

Travel-related costs for activities conducted outside the duty station will be covered by UNDP. In addition, materials and supplies needed for the engagement, including but not limited to equipment, digital applications, and outsourced production services for specific deliverables, shall also be arranged and covered by UNDP through the Peace Programme Team upon approval of the team leader.

Considering the COVID-19 pandemic, all work of the Consultant shall be done within the guidelines and protocols set by the regional and local governments in BARMM. During the strict implementation of community quarantine, coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted, during which this will be STRICTLY a HOME-BASED assignment; NO TRAVEL is required.

Scope of Price Proposal and Schedule of Payments

The Consultant should send a financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall include all costs components required to deliver the goods and services identified above, including professional fees (multiplied by the number of working days)and any other applicable costs (i.e. communication expenses, taxes, etc) to be incurred by the Consultant in completing the assignment.

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Consultant must be ready to submit proof of insurance valid during the contract duration.

The contract price will be a fixed output-based price. Any deviations from the outputs and timelines will need to be agreed upon between the Consultant and UNDP. Travel shall be included in the financial proposal.

Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the Peace Programme Analyst and endorsed to Peace Programme Team Lead, prior to the release of payments.

Duties and Responsibilities

The Communication Officer shall:

  • Develop, improve and finalize the Unit’s social and behavioral change communication plan with a target timeline of deliverables and activities for the target project stakeholders;
  • Put together a brief brochure summarizing the UNDP Peace Teamwork and impact on the ground;
  • Responsible for ensuring that UNDP’s (and donors') branding and visibility guidelines are properly adhered to in project implementation.
  • Develop consistent and impact-driven communications online campaign by creating and managing content, including writing/editing of peace-related impact stories, that can be regularly disseminated through various communication channels (i.e. social media, website, and e-mail) of UNDP;
  • Translate project materials and data into communicable and relevant pieces of information in the form of infographics, at least four (4) infomercials, at least three (3) motion graphics, and ensure that project results are profiled and communicated;
  • Document, consolidate, and package key reports into a standard form (basic layouting for mass production of IEC) on a monthly basis or as necessary in the project duration;
  • Undertake and prepare the needed communication requirements for project activities/events including preparation of minutes of the meeting, background notes, information materials, media relations, photos/video coverage, speechwriting/talking points, project updates, monitoring reports, invitations, and press releases;
  • Establish a media directory for regional and national journalists with specialized coverage on topics related to the project;
  • Create and manage an online repository of multimedia materials and communications (raw and processed photos and videos) assets;
  • Implement the communications strategies and ensure extensive multimedia outreach and information campaign to local and national government agencies;
  • Closely liaise with the CO Communications Unit for clearance of communication materials to ensure allegiance to UNDP branding guidelines; and
  • Perform other duties and responsibilities as may be assigned from time to time.

Education

The position requires a university degree in Communications, Journalism, Photojournalism, English, Mass Communication, Development Communication, or any related field. A master’s degree is an advantage.
