JOB PURPOSE:

WFP in Mauritania is looking for a Communications Officer (Temporary) to implement the communications plan by supporting and delivering a range of communications activities and providing research and analysis while mainstreaming gender. Under the direct supervision of the Head of the Partnerships, OIM, and Communications Unit, and in close coordination with programme and support units and sub-offices, the Communications Officer will:

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. In line with the Partnership Action Plan 2019-2022, implement country-specific communication work plans designed to maintain and enhance the visibility and reputation of WFP, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies. 2. Contribute to communications through good research, analysis of the assigned area of work and timely preparation and distribution of information products to target audience(s). Ensure that Arabic translation is available for main documents to be shared with public audiences (i.e press releases) and authorities. 3. Strengthen the Country Office’s relationship with the Mauritanian government and raise the profile of WFP among Mauritanian populations, traditional media, and social media. 4. Maintain a contact list of journalists and media outlets and support the flow of news/information about WFP's work to the media, in order to support regular and appropriate communications. 5. Support the social media plan by developing social media content, and utilizing platforms, networks, and partners to enhance coverage and support of WFP's activities. 6. Monitor and analyses traditional and social media to inform the development and/or evaluation of communication activities and strategies. 7. Support the Unit in meeting donor visibility requirements by generating donor-specific visibility content including text, photos, videos, and audio for use across a range of integrated online platforms as well as donor reports; and working with Activity Managers and Sub-Office colleagues to ensure donor visibility in the field, in order to support global and country fund-raising activities, ensuring consistency with corporate messages. 8. Strengthen WFP's visibility in the field by providing visibility kits to staff and carrying out an annual visibility assessment, in close coordination with Activity Managers and Sub-Offices. 9. Organize events and field visits to showcase the contribution of WFP to national priorities and SDGs, in coordination with the UN Communication Group wherever applicable. 10. Maintain contact and visibility with donors, government partners and media by producing and disseminating a monthly newsletter. 11. Support capacity-building of WFP staff (sub-office communications focal points) on all aspects of communication and provide advice and guidance to ensure that all activities meet desired standards of consistency, quality and impact. 12. Liaise with WFP staff and external counterparts to support aligned activities and a coherent approach to communications within WFP. 13. Work in close collaboration with the Programme Unit to strengthen WFP's accountability to affected populations, by producing quality awareness-raising materials. 14. Ensure the smooth running of procurement processes for visibility elements and other materials for communication activities. 15. Support internal communication initiatives, including the organization of activities to engage the staff during global campaigns and international days. 16. Other tasks as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

EDUCATION: Advanced University degree (Bachelor’s or Master II) in Journalism, International Relations, Public Relations, Communications, or other relevant field. A Bachelor’s degree in Journalism, international Relations, Public Relations, communications, or other relevant field with 5 years of professional experience can be considered in lieu of advanced degree. A master’s degree in journalism, international Relations, Public Relations, communications, or other relevant field with 3 years of professional experience can be considered in lieu of advanced degree.

DESIRED SKILSS AND EXPERIENCE

 Proven ability to develop and implement communications or advocacy initiatives, using appropriate tools and channels; and to achieve results in a global, multicultural, multinational, and decentralized organization.  Proven skills in information management, undertaking research and surveys, and preparing research and management reports using Microsoft Word and PowerPoint.  Writing, editing, and proofreading online and print content.  Teamwork, creative thinking, and client orientation.  Demonstrated ability to synthesize complex information and present ideas and recommendations in a clear and concise manner.  Ability to work independently, strong analytical skills and problem-solving skills.  Excellent communication (both written and oral) and presentation skills.

DELIVERABLES AT THE END OF CONTRACT

 The 2022 Mauritania Communications workplan is fully implemented including sending out monthly newsletters, producing two stories for the WFP website, producing factsheets and updating them as required, liaising with local media on WFP Mauritania events and news, and leading the production of one TV/radio ad.  WFP Mauritania is strategically engaged and fully represented in international days and events (World Food Day, UN Day, 16 Days of activism against GBV) in collaboration with other UN agencies.  The Country Office Social Media strategy is designed and implemented starting with the Facebook account to be launched before December 2022.  The Country Office advocacy efforts and donor visibility requirements are fully met including the organization and coverage of at least one donor field visit by December 2022.  The Country Office’s Communications workplan for 2023 is developed in line with the Partnerships Action Plan and the CO's new Country Strategic Plan and in consultation with the Head of Unit and Management.

LANGUAGES: • Fluency in English and French is required. • Intermediate knowledge (level B) of Arabic is a strong asset.
